Job Description

About XLINQ

XLINQ builds enterprise software for high-trust, mission-critical environments. We enable digital transformation through composable, model-driven services that protect high-value assets with security, compliance, and control by design.

Our mission is to radically simplify and automate the end-to-end software development process from requirements engineering to deployment using our unique Business-Code and generation-based development platform. We help organisations build complex, bank-grade systems with higher quality, faster delivery cycles, and dramatically reduced complexity.

Our customers include leading banks, financial institutions, energy companies, and public-sector organisations. XLINQ is a spin-off from ING Bank, combining banking-domain expertise with experience in building and maintaining mission-critical transactional platforms.

We foster a diverse, inclusive work culture where different perspectives and backgrounds fuel innovation. We believe great teams build great solutions.

What will you do

As a Technical Project Manager, you are responsible for delivering complex, cross-functional software initiatives in environments where reliability, security, and compliance are non-negotiable.

You plan, coordinate, and oversee projects from initiation to completion, bridging the gap between technical teams and business stakeholders. You play a key role in ensuring XLINQ's model-driven technology is delivered reliably in complex, regulated client environments. You ensure projects are delivered on time, within scope, and to high-quality standards, while fostering collaboration, removing obstacles, and continuously improving the way we deliver software.

Your responsibilities include:

  • Drive end-to-end execution of complex, multi-disciplinary software projects.
  • Define and manage project scope, milestones, timelines, and deliverables in close collaboration with internal and external stakeholders.
  • Coordinate cross-functional teams, including engineers, UX designers, analysts, QA, and product stakeholders.
  • Identify dependencies, manage risks, and proactively resolve issues to maintain delivery momentum.
  • Facilitate project ceremonies including planning sessions, stand-ups, retrospectives, and stakeholder reviews.
  • Track project progress, KPIs, and delivery health using dashboards and structured reporting.
  • Manage project budgets, resource allocation, and cost control where applicable.
  • Communicate clearly with both technical and non-technical audiences, including senior stakeholders and clients.
  • Support continuous improvement by capturing lessons learned and refining delivery practices.
  • Contribute to strengthening XLINQ's project delivery standards and ways of working.

What are we looking for

  • 5+ years of experience managing complex software development projects in enterprise or mission-critical environments.
  • Strong technical background, with hands-on experience in software development, engineering, or technical delivery roles.
  • Solid understanding of the full software development lifecycle (SDLC), including Agile and hybrid delivery approaches.
  • Strong technical affinity, including: modern software architectures and development practices, CI/CD and DevOps concepts, testing strategies (unit, integration, end-to-end, performance, security), issue diagnosis, and technical problem-solving.
  • Experience coordinating cross-functional and distributed teams.
  • Proven ability to manage multiple initiatives in parallel while balancing speed, quality, and risk.
  • Strong organisational skills, with a structured and pragmatic approach to planning and execution.
  • Excellent communication skills, with the ability to translate complex technical topics into clear project insights.
  • Experience working in regulated or high-reliability environments (e.g., telecom, banking, payments, energy, public sector).
  • Familiarity with project and collaboration tools such as Jira, Azure DevOps, Confluence, Git-based workflows, or similar.
  • Professional proficiency in English (spoken and written).

Who you are

  • You enjoy bringing structure and clarity to complex technical challenges.
  • You are comfortable working at the intersection of business objectives and technical delivery.
  • You take ownership, act proactively, and follow through on commitments.
  • You collaborate naturally across disciplines and communicate with confidence.
  • You thrive in environments where quality, reliability, and long-term robustness matter.
  • You are motivated by building future-proof enterprise systems that make a real impact.
