Role Overview

We are seeking an experienced Technical Lead to drive the design, development, integration, and delivery of the Facilities Experience (FX) Platform, JTC's next-generation Facility Management (FM) digital platform. The role will be responsible for providing technical leadership across platform services, application modernisation, cloud architecture, integrations, and software engineering practices, while guiding delivery teams through the migration and transformation of existing FM applications.

The Technical Lead will work closely with product managers, service designers, stakeholders, and development teams to translate business requirements into scalable, secure, and maintainable technical solutions. This role is critical in establishing a robust platform foundation that supports both the migration of legacy FEMS 2.0 applications and the development of new digital services.

Key Responsibilities

Platform Architecture & Technical Leadership

  • Define and maintain the overall technical architecture, principles, standards, and roadmap for the FX Platform.
  • Lead the design and implementation of core platform capabilities, including authentication, single sign-on (SSO), role management, administration capabilities, workflow services, notifications, and shared platform components.
  • Provide technical direction and governance across multiple delivery squads to ensure consistency, scalability, maintainability, and security.
  • Establish architecture review processes and technical standards for all platform and application development activities.

Application Modernisation & Migration

  • Lead technical discovery and assessment activities for existing FEMS 2.0 applications and services.
  • Develop migration strategies, architecture patterns, and implementation plans for transitioning applications onto the FX Platform.
  • Guide teams in modernising selected applications and redesigning backend services where required.
  • Ensure seamless integration and interoperability between platform services, migrated applications, and external systems.
  • Manage technical risks associated with migration, cutover, data integrity, and operational continuity.

Software Engineering & Delivery

  • Lead solution design, technical implementation planning, and development execution across platform and application teams.
  • Review solution designs, code, APIs, and technical deliverables to ensure quality and alignment with architecture standards.
  • Champion engineering best practices including DevSecOps, CI/CD, automated testing, monitoring, observability, and infrastructure-as-code.
  • Troubleshoot complex technical issues and provide hands-on support for critical architectural and integration challenges.
  • Drive continual improvement of software delivery processes and platform reliability.

Cloud, Data & Integration

  • Design cloud-native solutions that are secure, scalable, resilient, and cost-effective.
  • Define integration patterns, API standards, event-driven architectures, and data exchange mechanisms.
  • Oversee platform infrastructure, environments, deployment pipelines, monitoring, and operational tooling.
  • Collaborate with data and AI teams to support analytics, AI-powered services, automation capabilities, and enterprise reporting requirements.
  • Ensure compliance with cybersecurity, governance, and data management requirements.

Stakeholder & Team Leadership

  • Partner with product managers and service designers to translate user needs into technical solutions.
  • Engage stakeholders to explain technical options, trade-offs, and delivery implications.
  • Mentor and coach engineers, fostering strong engineering and architectural capabilities across delivery squads.
  • Work with vendors, consultants, and implementation partners where required.
  • Contribute to resource planning, technical staffing, capability development, and delivery governance.

Requirements

Experience

  • At least 8 to 12 years of experience in software engineering, solution architecture, or platform development roles.
  • Proven experience leading engineering teams delivering enterprise-scale digital platforms or mission-critical systems.
  • Experience managing complex application modernisation, migration, and integration programmes.
  • Strong track record of delivering cloud-native solutions in agile environments.
  • Experience working with public sector, enterprise platforms, or large-scale operational systems would be advantageous.

Technical Skills

  • Strong understanding of enterprise architecture and distributed systems design.
  • Hands-on experience with Azure.
  • Experience designing and implementing API-driven architectures and microservices.
  • Familiarity with authentication, identity management, RBAC, SSO, and enterprise security architectures.
  • Experience with DevSecOps, CI/CD pipelines, monitoring, logging, and observability platforms.
  • Knowledge of data integration, analytics platforms, workflow engines, and AI-enabled applications would be an advantage.
