Role Summary
The System Manager is responsible for leading the operations, governance, delivery, maintenance, security, and continuous improvement of mission-critical IT systems supporting government agencies. The role ensures enterprise systems remain secure, available, resilient, and compliant with Government ICT policies, including IM8, Government on Commercial Cloud (GCC) requirements, PDPA, and agency-specific standards. The System Manager provides leadership to engineering teams, manages vendors and stakeholders, and oversees service delivery throughout the system lifecycle.
Responsibilities
- Lead and manage system administration, operations, maintenance, and support services for enterprise infrastructure and platform environments.
- Develop system management strategies, operational roadmaps, and lifecycle plans aligned with agency objectives.
- Ensure compliance with IM8, GCC, PDPA, cybersecurity directives, audit requirements, and government governance frameworks.
- Oversee system availability, performance, capacity, resiliency, and service levels against agreed SLA and OLA targets.
- Lead incident, problem, change, release, and configuration management processes based on ITIL practices.
- Manage vulnerability remediation, patch management, hardening, security reviews, and technical risk mitigation activities.
- Oversee disaster recovery planning, business continuity exercises, backup management, and recovery testing.
- Provide technical governance and approval of system architectures, upgrade plans, and technology refresh initiatives.
- Manage outsourced vendors, support contracts, project deliverables, and operational performance reviews.
- Coordinate audits, compliance assessments, vulnerability assessments, and penetration testing activities.
- Provide leadership, mentorship, and capability development for System Engineers and infrastructure teams.
- Prepare management reports, risk assessments, service dashboards, and executive updates.
Requirements:
- Bachelor Degree in Information Technology, Computer Science, Engineering, or related discipline.
- Minimum 10 years of IT infrastructure and systems management experience.
- At least 5 years of experience leading technical teams, vendors, or managed services.
- Experience supporting Singapore Government, Statutory Board, Healthcare, Defence, or regulated environments preferred.
- Strong experience in Windows Server environments, virtualization platforms, storage systems, backup solutions, and cloud technologies.
- Experience managing Azure and Government on Commercial Cloud (GCC) environments.
