Position Overview: This role offers a unique opportunity to work closely with the Dept of School Education, Samagra Shiksha Skill Education component as part of a dedicated Project Management Unit (PMU). The Sr Officer/Officer will support school based skill education reforms across the state, working directly with senior bureaucrats (including IAS officers) on Skill Education strengthening, managing co-ordination between National & State level Institutions in Education & Skilling domain, policy implementation & Tech & Data based governance improvement. Based in Lucknow, the role combines strategic exposure, on-ground execution, and high-impact work in India's skilling & education ecosystem.
Key Responsibilities
- School based Skill Education Ecosystem Strengthening
- Facilitate design and rollout of initiatives to strengthen Skill Education delivery across the state in Govt. schools
- Facilitate rollout of Govt. program interventions focused on NEP- NCF aligned skill education delivery in Govt Schools for Grade 6-12
- Facilitate design & delivery of Innovations in Skill Education: e.g-Internships for School Students, AI integration in Skill Education curriculum, Skill Lab setup etc
- Facilitate sufficient govt budget allocation to Skill Education in coordination with State School Education & Ministry of Education
- PMU Operations & Government Coordination
- Support day-to-day functioning of the Skill/Vocational Education PMU at Samagra Shiksha, School Education Dept
- Coordinate with senior officers, including IAS and PCS officers, for meetings, reviews, and follow-ups
- Prepare briefing notes, presentations, concept notes, and action trackers for senior bureaucrat/IAS leadership
- Track meeting outcomes, decisions, and implementation timelines
- Inter-Departmental Co-ordination & Convergence
- Facilitate co-ordination between dept of School Education, Ministry of Education, NCVET, PSSCIVE, NSDC etc under established State & Centre channel for Samagra Shiksha based Skill Education delivery in schools
- Facilitate coordination between Dept of School Education (Samagra Shiksha), SCERT, State Board, Dept of Skill Education (DTE, SCVT, UPSDM, VESD) & other relevant departments for School based Skill Education governance improvement
- Support convergence of schemes, programs, and resources for skill education improvement
- Tech & Data Based Governance Improvement
- Drive Skill Education Dashboard & MIS system for its effective uses by State, District & School stakeholders to improve reporting & decision making around Skill Education
- Facilitate large data collection from govt schools, analytics & outcome reporting to IAS, PCS & other senior officials for timely decision making around Skill Education.
- Research, Policy & Knowledge Support
- Study existing state skilling schemes, policies, and programs
- Assist in data analysis, impact assessment, and preparation of evidence-based inputs
- Support drafting of policy notes, recommendations, and concept papers for future initiatives
- Reporting & Documentation
- Prepare periodic progress reports, dashboards, and presentations
- Maintain records of PMU activities, meetings, and outputs
- Ensure professional communication between Lend A Hand India and Government counterparts
- Support to all LAHI's Projects in UP:
- Need based support to other LAHI's projects in Uttar Pradesh (Dept of Skill Education, Niti Aayog project).
- Flexibility to travel within State
Requirements
Educational Background:
- Bachelor's or Master's degree in Public Policy, Education, Management, Social Sciences, or a related field
- Relevant fellowships (e.g., MGNF, Gandhi Fellowship, TFI, etc.) will be an added advantage.
Minimum Experience
- 2-5 years of relevant work experience in:
- Skill Education / Vocational Education/ Skill Development
- Government PMUs or Technical Support Units or policy programs
- Prior experience working closely with IAS officers is highly preferred
- Prior experience working with State or Central Government departments preferred
- Skills & Competencies:
- Good understanding of India's School Education system
- Good understanding of India's skill development ecosystem
- Excellent written and verbal communication skills (English & Hindi)
- Proficient in large data analytics (excel & google sheet based) & presenting the findings via great visual presentation & report to senior officials.
- Experience in PMU operations: note sheets, official correspondence, SOPs, presentations, data analytics
- Ability to work in a government system with professionalism, discretion, and persistence
- Strong coordination, follow-up, and stakeholder management abilities
- High proficiency in MS Office / Google Workspace (Word, Excel, PowerPoint)
