Main Purpose:
Sr. Lead Engineer QA/QC will be responsible for providing Quality Assurance and Quality Control expertise for the Project at all stages of project management. This includes reviewing FEED documents for quality, materials, welding, non-destructive testing, and painting/coatingrelated requirements; reviewing bids; resolving exceptions and deviations; managing QA/QC activities during project execution; interfacing with other project disciplines; and managing shop, yard, site activities, and construction.
Job Accountabilities:
Participate and provide specialized expertise during preparation of the project scope definition, ITB, Technical Bid Evaluation, preparation of scope of work for contracts, contract awards, and the project management process.
Evaluate vendor/contractor capabilities and facilities for Company projects.
Gather and provide relevant information and quality data, and coordinate contractors for site surveys as required for development of engineering by contractors.
Follow up on progress of quality-related deliverables to ensure alignment with the approved schedule.
Provide technical support to Engineering, Construction, Procurement, Pre-commissioning, Commissioning, and HSE, and serve as a liaison between contractors and the project management team.
Ensure the scope of work is achieved in accordance with contract requirements, project timeframes, and applicable specifications and standards. Manage, approve, and coordinate QA/QC activities carried out by contractors.
Review documentation produced by contractors (e.g., technical reports, specifications, procedures, method statements, lifting plans, drawings, etc.).
Review quality-, materials-, welding-, non-destructive testing, and painting/coatingrelated technical deviations.
Review non-conformance reports and approve proposed corrections and corrective/preventive actions.
Monitor and report, in conjunction with the Project Planning and Scheduling Engineer, progress achieved by contractors. Review, approve, and implement the pre-commissioning schedule in relation to commissioning/start-up requirements.
Provide a point of direct contact and liaison with various design disciplines, interested parties, approval bodies, and regulatory authorities.
Organize and participate in QA/QC meetings, engineering meetings, HSE meetings, and construction meetings with the Project Management Team and contractor management, promptly advising the Project Manager of any areas of concern.
Visit contractor facilities and sites to monitor quality and resolve issues.
Perform and participate in quality audits and closure of non-conformances raised.
Review final quality verification documents and issue Company Release for Shipment.
Ensure high-quality performance of team members by facilitating participation in Learning & Development programs.
Skills Required:
Knowledge of national and international codes and standards related to welding, non-destructive testing, materials, painting and coating, fabrication, construction, installation, and commissioning.
Knowledge of international codes and standards pertaining to pipeline and equipment fabrication/manufacturing.
Knowledge of Quality Management System requirements, quality data analysis, and preparation of quality reports.
Qualification:
Bachelor's degree in Mechanical Engineering or Metallurgical Engineering, or higher qualification in these disciplines.
NDT Level II certification in UT, RT, MT, and PT.
Certified Welding Inspector, Certified Painting Inspector, and Certified ISO 9001 Auditor certifications will be preferred.
Experience:
Minimum 15 years of relevant work experience in the Oil & Gas, Refinery, and Petrochemical sectors.
