SITE HR/LABOUR AND GOVERNANCE 

Department: 

Human Resources / Compliance 

Location: 

Head Office / Project Sites 

Reports To: 

HR Director / Compliance Head

7 to 9 Years 

 

Role Purpose 

To ensure end-to-end statutory compliance, regulatory adherence, and governance across all 

organisational operations. The role is responsible for monitoring labour law compliance, overseeing 

statutory documentation, supporting audits, and ensuring accurate reporting and administrative 

financial oversight. In addition, the role will serve as the central point of HR execution for approximately 

25 active construction project sites, managing on-ground HR operations, workforce administration, and 

site-level people practices in close coordination with site teams. 

Key Responsibilities 

Site HR Management (25 Construction Sites) 

•Act as the primary HR point of contact for all approximately 25 construction project sites across 

the organisation. 

•Oversee end-to-end HR execution at site level including workforce onboarding, attendance, 

deployment, and exit formalities for site staff and contract labour. 

•Ensure consistent implementation of HR policies, procedures, and standards across all project 

sites. 

•Liaise regularly with site managers, project heads, and site administration teams on all HR and 

people-related matters. 

•Monitor site-level headcount, manpower planning, and attrition; escalate and resolve workforce 

issues proactively. 

•Conduct periodic site visits to assess HR operational health and compliance adherence across 

locations. 

•Maintain up-to-date employee records, site registers, and HR documentation for all project 

locations. 

Statutory Compliance & Labour Law Governance 

•Ensure timely statutory compliance across all applicable labour laws and regulatory 

requirements. 

•Monitor updates, amendments, and notifications related to labour legislation and ensure 

organisational compliance. 

•Maintain and review statutory registers, documentation, and filings. 

•Coordinate with consultants and authorities for compliance submissions and regulatory matters. 

Benefits & Social Security Administration 

•Manage gratuity policies, renewals, and claim processing. 

•Oversee implementation and monitoring of government welfare schemes and programs. 

•Ensure proper documentation and reporting for statutory benefits. 

Payroll & Financial Compliance 

•Audit salary registers and payroll documentation to ensure accuracy and statutory adherence. 

•Review and validate administrative bills, statutory payments, and related financial records. 

•Work closely with finance and payroll teams to ensure statutory deductions and filings are 

accurate. 

MIS & Compliance Reporting 

•Prepare periodic MIS and IMS reports related to compliance, statutory obligations, and HR 

governance metrics. 

•Maintain compliance dashboards and reporting mechanisms for leadership review. 

Audit & Risk Management 

•Support internal and external audits related to HR compliance and statutory documentation. 

•Ensure audit readiness by maintaining accurate records and compliance documentation. 

•Identify compliance risks and recommend corrective actions. 

Candidate Profile 

•7 to 9 years of experience spanning statutory compliance, labour law, HR governance, and 

site/field HR operations. 

•Strong knowledge of Indian labour laws including PF, ESI, Gratuity, BOCW, Contract Labour 

Act, and related regulations. 

•Demonstrated ability to manage HR operations across multiple project sites or geographically 

dispersed locations simultaneously. 

•Experience working in or closely with construction, infrastructure, or project-based environments 

strongly preferred. 

•Experience in handling audits and compliance documentation. 

•Proficiency in payroll compliance and MIS/IMS reporting. 

•Willingness to travel to project sites across locations as required. 

•Excellent organisational, coordination, and communication skills.
