Job Description

Overall Job Responsibility

The Disability Support and Services Division is reviewing and enhancing the continuum of services to better support adult persons with disabilities and their caregivers.

One key project will be to develop and implement a new Proof-Of-Concept (POC) with service providers running day activity centres and sheltered workshops.

The successful candidate will work closely with partners and appointed service providers for the Enabling Skills for Life Programme (ESLP) POC to equip adult persons with disabilities with practical skills to live, learn, work, and play in the community.

Duties and Responsibilities

  • Programme Management
  • Oversee implementation of the Enabling Skills for Life Programme Proof-of-Concept (POC)
  • Carry out project management of the POC by working closely with service providers, MSF and other stakeholders
  • Monitor and assess the implementation of the POC, and carry out reporting to MSF/SG Enable management
  • Stakeholder Engagement
  • Engage and work with appointed service providers to uphold the required service standards for ESLP
  • Identify challenges faced by the service providers and co-create solutions with relevant stakeholders
  • Engage and develop partnerships with relevant stakeholders (e.g. disability training providers) to support the implementation of the POC
  • Evaluation and Reporting
  • Support programme evaluation by identifying challenges and improvements to the programme design
  • Apply evaluation methods and approaches to identify risks and opportunities
  • Develop data collection and evaluation plans to assess effectiveness of the POC
  • Administrative Support
  • Provide secretariat support to multi-agency implementation workgroup

Qualifications, Knowledge And Experience

  • At least 5 years of relevant experience in service management work or have led new programmes/pilots.
  • Good degree in relevant disciplines
  • Strong team player with good communication and interpersonal skills, and the ability to work with diverse stakeholders
  • Self-driven, resourceful and able to multi-task
  • Meticulous and diligent
  • Possess strong analytical and problem-solving skills
  • Proficient in MS Outlook, Word, Excel, PowerPoint
  • Experience in data analysis is an added advantage
