Key Responsibilities
The Senior Technical Writer is responsible for preparing, reviewing, and finalizing high-quality Operating Manuals (OPMs) and related operational documentation for Oil & Gas Refineries, LNG/NGL facilities, AGRU, SRU, and Utility systems.
- Develop, review, and finalize Operating Philosophy Manuals (OPMs) for process units and utilities.
- Ensure documentation accurately reflects As-is and As-built plant conditions, incorporating latest design updates, field changes, and operational feedback.
- Ensure documentation complies with applicable quality, safety, and regulatory standards, including ISO 9001, ISO 45001, and OSHA 29 CFR 1910.119.
- Define and document normal, start-up, shutdown, emergency, and abnormal operating philosophies.
- Review and interpret PFDs, P&IDs, Control Narratives, Cause & Effect diagrams, interlock philosophies, datasheets, and vendor documentation.
- Coordinate with Process, Instrumentation, Mechanical, Electrical, Safety, and DCS teams for technical inputs and clarifications.
- Interface with Licensors, EPC contractors, PMC, and Clients during documentation development and review cycles.
- Incorporate review comments and ensure timely document revisions in line with project schedules and document control requirements.
- Work closely with Engineering documentation teams and Graphics support to ensure updates to P&IDs, simplified drawings, and operational schematics are accurately reflected in final documents.
- Support commissioning, start-up, and operations teams by clarifying operating intent, system behavior and safety philosophies.

Work Experience
Preferred Experience & Skills
- Experience across EPC / PMC / Owner engineering environments.
- Exposure to commissioning, start-up, and plant operations.
- Working knowledge of DCS, ESD, and safeguarding philosophies.
- Familiarity with Process Safety and EHS studies, including HAZOP, LOPA, SIL, Risk Assessment (RA), and safety narratives, with the ability to reflect study outcomes in operating philosophies.
- Experience with utility systems such as steam, boilers, BFW, cooling water, instrument air, nitrogen, and power distribution.
- Strong understanding of refinery processes, LNG/NGL systems, AGRU, SRU, and utilities.
Required Qualifications
- Bachelor's degree in Chemical, Mechanical, Petroleum Engineering, or a related engineering discipline.
- Minimum 10 years of experience in technical documentation for Oil & Gas, LNG, and refinery projects.
- Proven experience in OPM preparation for large-scale industrial facilities.
- Excellent written English with the ability to translate complex technical concepts into clear and practical operational documentation.
