Position Summary:
We are seeking a highly skilled and experienced (min. 6-10 years experience)Senior Safety & Quality Engineer to lead and oversee health, safety, and environmental (HSE) initiatives along with quality, fregulatory standards through testing, inspections, and continuous improvement initiatives for a large-scale industrial construction project. The ideal candidate will ensure strict compliance with local and international safety regulations, proactively mitigate risks, and promote a safety-first culture across all phases of construction. To identify defects, conduct root cause analysis, and implement corrective actions, collaborating with cross-functional teams to enhance production efficiency and customer satisfaction.
Key Responsibilities:
- Develop, implement, and maintain project-specific HSE plans, policies, and procedures in alignment with corporate and regulatory standards.
- Conduct risk assessments and hazard analyses (e.g., HAZOP, JSA, HIRA) for all construction activities.
- Monitor site activities to ensure compliance with safety regulations and best practices.
- Lead incident investigations, root cause analysis, and recommend corrective/preventive measures.
- Conduct regular safety audits, inspections, and safety walks; generate reports with actionable insights.
- Interface with clients, contractors, and regulatory bodies on safety matters.
- Coordinate and deliver HSE training and toolbox talks to site personnel and subcontractors.
- Review and approve method statements and safety plans submitted by subcontractors.
- Track and report safety performance indicators (e.g., TRIR, LTIFR) to project and corporate leadership.
- Participate in safety meetings, design reviews, and constructability reviews as required.
- Support the implementation of emergency response plans and drills.
- Conduct regular, daily, and final inspections on site to ensure compliance with project specifications, drawings, and standards.
- Oversee testing of construction materials (e.g., concrete slump tests, cube tests, soil testing) to ensure quality.
- Maintain detailed quality records, including inspection reports, material testing results, non-conformance reports (NCR) and quality observation reports.
- Ensure adherence to ISO standards, local building codes, and safety regulations.
- Identify, document, and resolve quality issues by implementing corrective actions to minimize rework.
Qualifications & Experience:
- Bachelor's degree in civil engineering
- Bachelor's degree in occupational health & safety, or related field.
- Professional safety certifications (e.g., NEBOSH, CSP, OSHA 30/500, IOSH, etc.) are mandatory.
- Strong knowledge of local and international safety codes, standards, and regulations (e.g., OSHA, ISO 45001).
- Preferred certifications include Certified Quality Engineer (CQE), Certified Quality Auditor (CQA), or Six Sigma Green/Black Belt.
- Proven experience in managing multi-contractor worksites with high-risk activities.
- Excellent communication (especially in English), leadership, and conflict-resolution skills.
- Proficiency in MS Office and safety management software/tools.
- Ability to work in a fast-paced environment and adapt to changing priorities.
Preferred Skills (Nice to Have):
- Experience in commissioning and startup phases of industrial facilities.
- Knowledge of environmental compliance and sustainability practices.
- First Aid, Fire Safety, or Confined Space Entry certifications.
