Must-Have Experience (Knockout if missing)
- 610+ years proposal writing for U.S. State/Local HHS programs (e.g., Medicaid/MMIS, Child Welfare/Child Support, Public Health, SNAP/TANF).
- Demonstrated ownership of RFP-compliant narratives (exec summary, technical/management approach, staffing plans, past performance, resumes).
- Compliance matrix creation and section traceability.
- Shipley/APMP knowledge (APMP Foundation or above preferred).
- Experience leading Pink/Red/Gold reviews and incorporating feedback under tight deadlines.
- Advanced MS Word formatting; strong PowerPoint; SharePoint/Teams collaboration.
- Willingness to provide 23 redacted writing samples.
Good-to-Have
- Familiarity with MITA, CMS/T-MSIS, HITRUST/PHI considerations.
- Exposure to Cloud/DevOps, Interoperability, Data & Analytics, Cybersecurity narratives.
- Portal experience (e.g., Bonfire, Periscope/BidSync, Ariba, Jaggaer, BidNet).
- Canva/Visio/Figma for quick diagrams.
Day-to-Day
- Lead end-to-end content development, ensure compliance, craft win themes/discriminators, and coordinate SMEs and reviews.
- Curate reusable content (boilerplates, case studies, resumes, graphics) per CMMI L3 / ISO 9001 & 27001 practices.

About the Role
We're seeking a Senior Proposal Writer experienced in U.S. State & Local Health & Human Services (HHS) domainssuch as Medicaid/MMIS, Child Welfare/Child Support, Public Health, SNAP/TANF, Behavioral Healthto lead end-to-end proposal content development for technology services and staff augmentation bids. You will transform complex solutions into compliant, compelling, and customer-centric proposals that win.
What You'll Do
- Own the narrative: Lead solution storytelling and write high-scoring executive summaries, technical/management approaches, staffing plans, past performance, resumes, and QA/compliance sections.
- RFP compliance: Build and maintain compliance matrices, templates, and outlines; ensure every requirement is addressed with traceability to the RFP.
- Win strategy & themes: Partner with sales, delivery SMEs, and leadership to craft win themes, discriminators, and value propositions aligned to HHS program priorities (outcomes, interoperability, modularity, security, equity).
- Interview & synthesize: Run SME interviews, extract technical details (architecture, tools, processes), and convert into clear, evaluable responses.
- Color team leadership: Plan and facilitate Pink/Red/Gold reviews; incorporate feedback and de-risk gaps ahead of submission.
- Reusable content library: Curate/update the content library (boilerplates, case studies, resumes, graphics, process assets) using version control and metadata best practices.
- Graphics & visuals: Create or brief diagrams, process flows, timelines, and org charts that strengthen evaluation scores (you'll have design support as needed).
- Schedule & governance: Drive the proposal calendar, stand-ups, actions, and quality gates to meet hard deadlines across Bonfire/Ariba/Esourcing/Periscope/ProcureAZ/Teams/SharePoint portals.
- Quality management: Apply Shipley/APMP best practices, My3Tech's CMMI L3 / ISO 9001 & 27001 processes, and internal checklists for accuracy, clarity, and consistency.
- Market intel: Track opportunity trends across HHS programs, understand evaluation criteria, and recommend bid/no-bid inputs based on risks and differentiators.
What You'll Bring
- Experience: 610+ years in proposal writing for U.S. State/Local HHS technology programs (services, solutions, and/or staff augmentation).
- Domain fluency: Hands-on writing for Medicaid/MMIS, Child Welfare/Child Support, Public Health, Eligibility/Enrollment, SNAP/TANF, Interoperability, Data & Analytics, Cloud/DevOps, Cybersecurity, and PMO/Agile topics.
- Methodologies: Strong grasp of Shipley or APMP frameworks; able to drive compliance and scoring.
- Writing excellence: Proven track record producing clear, evaluable, and persuasive responses; mastery of active voice, section structuring, and evaluation-friendly formatting.
- Process discipline: Comfortable working through compressed timelines, multiple stakeholders, and version control.
- Tools: MS Word (advanced formatting), PowerPoint, Excel, SharePoint/Teams; familiarity with GovWin/Bonfire/Periscope/BidSync portals; exposure to proposal automation/knowledge base tools is a plus.
- Collaboration: Strong facilitation, interviewing, and feedback incorporation skills; confident presenting to leadership.
- Education/Certs: Bachelor's degree required; APMP-Foundation/Practitioner preferred.
Nice-to-Have
- Experience writing pricing narratives, assumptions, and risk registers (no costing required).
- Exposure to modular modernization, MITA, HITRUST/PHI, CMS/T-MSIS standards.
- Basic familiarity with Canva/Visio/Figma for quick diagrams.
