MTX Group Inc. (MTX) is currently hiring for the position of Senior Proposal Manager. We are looking for some highly motivated individuals who will lead the development of high-quality proposals for federal, state, and local government opportunities. Once an opportunity is identified and approved for pursuit by the sales team, the Proposal Manager will take ownership of the end-to-end proposal development process, ensuring responses are compliant, compelling, and submitted on time.

This role works closely with Sales, Delivery, Presales Consultants, Finance, Legal, and Executive Leadership to develop proposals that clearly communicate MTX's capabilities, solution approach, and differentiators.

Key Responsibilities:

The Senior Proposal Manager is expected to lead end-to-end proposal management for government opportunities, executing the following responsibilities:

Proposal Lifecycle Management:

  • Manage the complete proposal lifecycle for government opportunities post-pursuit approval, ensuring timely and compliant submissions aligned with business objectives.

RFP Analysis and Compliance:

  • Review RFPs, RFQs, RFIs, and tender documents to understand requirements, evaluation criteria, compliance obligations, and submission guidelines.
  • Develop and maintain compliance matrices to ensure all solicitation requirements are thoroughly addressed.

Proposal Planning and Coordination:

  • Develop the overall proposal response plan, including timelines, milestones, deliverables, and ownership of sections.
  • Conduct proposal kickoff meetings and regular status calls to align stakeholders and track progress.

Cross-Functional Collaboration:

  • Coordinate closely with internal stakeholders including Sales, Solution Architects, Delivery Team, Presales Consultants, Finance, Legal, and Executive Leadership to ensure seamless proposal development.

Content Development and Management:

  • Lead the preparation and development of proposal content, including:
  • Executive summaries
  • Technical approach and solution descriptions
  • Implementation and delivery models
  • Governance and support frameworks
  • Past performance and case studies
  • Write, review, and refine content to ensure clarity, structure, and alignment with evaluation criteria.

Pricing and Commercial Alignment:

  • Collaborate with Finance, Delivery Teams, and Presales Consultants to develop pricing responses and cost proposals that align with the overall solution and client requirements.

Quality Assurance and Submission:

  • Perform thorough quality and compliance reviews of all proposal sections prior to submission.
  • Ensure inclusion of all required forms, certifications, and supporting documentation.
  • Compile and manage final proposal submissions through procurement portals.

Post-Submission Management:

  • Coordinate all post-submission activities including clarification responses, additional documentation requests, oral presentations, demonstrations, and Best and Final Offer (BAFO) submissions.
  • Support evaluation discussions with procurement authorities.

Knowledge Management and Repository Development:

  • Maintain and enhance a centralized repository of proposal templates, past responses, certifications, and capability statements.
  • Leverage reusable content and archived proposals to improve efficiency and consistency.

Process Improvement and Presales Support:

  • Continuously improve proposal processes, templates, and reusable assets.
  • Support broader presales initiatives and contribute to strengthening the organization's proposal capabilities.

What you will bring:

  • 10 –12 years of experience in proposal management, bid management, or government tender responses.
  • Experience supporting federal, state, and local government procurement processes.
  • Experience working with technology consulting, IT services, digital transformation, or system integration bids.
  • Strong experience managing complex RFP responses involving multiple internal stakeholders.
  • Proven ability to manage multiple concurrent bids under tight deadlines.
  • Strong proposal writing, editing, and document structuring skills.
  • Ability to quickly interpret and synthesize complex RFP requirements and evaluation criteria.
  • Experience coordinating teams across Sales, Delivery, Presales, Finance, and Legal functions.
  • Familiarity with government technology programs involving:
  • Digital transformation initiatives
  • Cloud platforms and modernization programs
  • Data and analytics platforms
  • CRM and enterprise platforms
  • System integration engagements
  • Experience using AI tools and generative AI platforms to support proposal development.
  • Ability to use effective prompt engineering techniques to improve proposal drafting, content refinement, compliance checks, and response structuring.
  • Familiarity with document collaboration tools and proposal content repositories.
  • Strong coordination, organization, and stakeholder management skills.
  • Ability to manage high-pressure situations involving tight timelines and proposal submission deadlines.

Nice to have:

  • Experience supporting state and local government procurement tenders in the U.S.
  • Exposure to government procurement processes in APAC, UK, Europe, Middle East, or other regions.
  • Certification such as:
  • Association of Proposal Management Professionals (Foundation / Practitioner / Professional)
  • Bid / Proposal Foundation Certification or equivalent
  • Experience participating in or leading color team reviews (Pink, Red, Gold reviews).
  • Experience working on large, multi-year, or multi-vendor government contracts.
  • Understanding of contracting models (T&M, Fixed Price, Outcome-based, Framework agreements).
