Tenure: 3 years (annual contract, renewable based on performance and budget availability)

About the Role
The Program Manager – Health will be responsible for managing and overseeing the implementation of Mobile Health Units (MHUs) and other health initiatives across assigned states. The role involves project design, operational oversight, monitoring, donor coordination, and collaboration with state and head office teams to ensure effective, compliant, and timely programme delivery.
The position serves as a critical coordination link between field teams, state offices, donors, and central functions, ensuring high‑quality service delivery, strong stakeholder engagement, and achievement of programme outcomes.
Key Responsibilities:
1. Project Management & Implementation
·Oversee the execution of MHU and other health projects across assigned states, ensuring alignment with organisational goals and donor requirements.
·Ensure adherence to approved operational guidelines, SOPs, and service delivery standards.
·Support state teams in planning, implementation, and day‑to‑day project operations.
·Monitor programme performance through KPIs, field reports, and budget tracking; identify risks and address operational challenges proactively.
·Facilitate smooth communication and approval processes between Field operations, State Offices and the Head Office.
·Review project proposals, budgets, MOUs, and agreements prior to submission to senior management.
·Promote cross‑state learning, sharing of best practices, and resolution of operational challenges.
·Develop a long‑term strategic roadmap for MHUs across assigned states.
2. Donor and Partner Account Management
·Maintain regular and proactive communication with donors, sharing updates and addressing queries.
·Coordinate donor‑specific narrative and financial reporting and ensure timely submission.
·Monitor project deliverables and compliance with donor agreements.
·Track budget utilisation and facilitate timely submission of Utilisation Certificates (UCs), Fund Request Letters (FRLs), and follow‑on fund releases.
·Ensure compliance with donor requirements, policies, and annual audits related to MHU programmes.
·Consolidate and share monthly performance and financial reports with donors.
·Uphold high standards of donor servicing and relationship management.

3. Monitoring, Evaluation & Reporting
·Establish and strengthen impact measurement frameworks to assess outcomes, cost‑effectiveness, and beneficiary satisfaction.
·Facilitate internal programme reviews and evaluations to measure impact and identify areas for improvement.
·Review and recommend project‑related requests from states, including budget revisions and new proposals.
·Prepare and submit periodic progress reports in coordination with state and project teams.
·Closely monitor programme activities against approved annual plans and targets.
·Conduct field visits to assess service quality, implementation effectiveness, and compliance.
·Ensure digitisation of assigned MHUs and accurate data collection through prescribed applications and formats.
4. New Projects, Relationship Management & State Team Support
·Support the Resource Mobilisation team in developing new project proposals.
·Collaborate with Relationship Managers and State Teams in proposal development, budgeting, and planning.
·Provide technical and programmatic inputs to enhance proposal quality and budget efficiency.
·Support project site selection, need assessments, and implementation planning.
·Assist with budget reallocations and revisions in response to evolving project needs.
5.Team Management & Capacity Building
·Develop and implement a region‑wise training calendar, including induction and refresher trainings for MHU teams.
Support state and project teams in planning and conducting regular and special MHU activities.·Provide guidance on programmatic, financial, and finance systems related processes.
·Support recruitment of MHU staff in coordination with HR and State Teams.
·Contribute to the development and revision of standard training content, SOPs, and service delivery protocols.
RequirementsQualifications & Experience
·Graduate or Postgraduate degree in Public Health, Social Work, Health Management, or a related field.
·7–10 years of relevant experience in health or development programmes, preferably with multi‑state project exposure.
·Proven experience in project management, monitoring and evaluation, reporting, and budget oversight.
