Job Description
We are seeking an experienced Senior Piping Engineer to support a major infrastructure and process facility project based in Tuas, Singapore.
The successful candidate will take a senior technical and site coordination role for piping engineering, construction, installation, testing, mechanical completion and commissioning support. The position requires strong practical knowledge of piping systems and the ability to independently resolve technical and construction issues while coordinating with contractors, vendors, engineering disciplines and project stakeholders.
Candidates with extensive piping experience within power generation, waste-to-energy, process plants, utilities, petrochemical facilities, oil & gas, industrial plants or major EPC projects are highly encouraged to apply.
Key Responsibilities
- Lead and coordinate piping engineering and site execution activities throughout construction, installation, testing and mechanical completion.
- Provide technical leadership and guidance to piping engineers, supervisors, contractors and subcontractors.
- Review and approve piping engineering documentation including P&IDs, piping layouts, General Arrangement drawings, piping isometrics, plot plans, piping specifications and material specifications.
- Ensure piping systems are installed according to approved engineering drawings, specifications, applicable codes and project requirements.
- Review piping routing and provide solutions for constructability, accessibility, maintainability and operational requirements.
- Identify and resolve piping clashes, installation constraints and engineering discrepancies encountered during construction.
- Coordinate piping interfaces with mechanical equipment, structures, electrical systems, instrumentation and other engineering disciplines.
- Review and provide technical input for piping modifications and field-routing requirements.
- Provide engineering solutions for site-generated Technical Queries (TQ), Requests for Information (RFI) and design changes.
- Lead technical discussions with contractors, vendors, consultants and other project stakeholders.
- Monitor piping fabrication, erection and installation activities and ensure compliance with project specifications.
- Review installation of pipes, valves, fittings, flanges, expansion joints and other piping components.
- Review and coordinate standard and special pipe support installation.
- Ensure appropriate piping materials and components are used according to piping classes and specifications.
- Support material take-off, material reconciliation and resolution of piping material shortages where required.
- Coordinate piping fabrication activities with fabrication shops and site teams.
- Review piping welding activities and coordinate technical requirements with QA/QC personnel.
- Support review of welding documentation including WPS/PQR and welding-related requirements where applicable.
- Coordinate with QA/QC teams regarding NDT, inspection and piping acceptance requirements.
- Lead and/or participate in piping system walkdowns.
- Manage and coordinate piping punch-list identification, categorisation and closure.
- Review system boundaries and determine piping readiness for testing and mechanical completion.
- Review and coordinate hydrostatic and pneumatic pressure testing activities.
- Review piping test packages and confirm systems are ready for testing.
- Coordinate piping flushing, cleaning, air blowing, steam blowing and other pre-commissioning activities where applicable.
- Coordinate system reinstatement following pressure testing and cleaning activities.
- Ensure correct installation, orientation and accessibility of valves and inline piping equipment.
- Coordinate piping tie-ins and modifications to existing or interfacing systems.
- Support mechanical completion and ensure piping systems are ready for handover to the commissioning team.
- Provide technical support during pre-commissioning, commissioning, start-up and system handover.
- Coordinate piping interfaces with equipment such as boilers, steam turbines, pumps, tanks, vessels, heat exchangers, compressors and other process equipment.
- Review contractor method statements and risk assessments for piping activities.
- Monitor contractor performance, productivity, quality and progress against the project schedule.
- Identify potential construction or engineering delays and support development of corrective actions.
- Participate in engineering, construction, commissioning and progress meetings.
- Coordinate closely with project management, construction management, QA/QC, HSE and commissioning teams.
- Review red-line drawings and ensure accurate preparation of final as-built documentation.
- Ensure all piping engineering and construction documentation is properly maintained.
- Ensure piping activities comply with applicable Health, Safety and Environment (HSE) requirements.
- Promote safe working practices and ensure activities comply with approved method statements, risk assessments and permit-to-work requirements.
Requirements
- Degree in Mechanical Engineering, Piping Engineering or a related engineering discipline.
- Approximately 8-12+ years of relevant piping engineering experience, preferably within major construction, EPC or commissioning projects.
- Proven experience in a Senior Piping Engineer, Lead Piping Engineer, Piping Construction Engineer or similar capacity would be advantageous.
- Strong experience with process and utility piping systems.
- Experience within power plants, waste-to-energy facilities, process plants, petrochemical facilities, utilities, oil & gas, industrial plants or major EPC projects is highly preferred.
- Strong ability to read and interpret P&IDs, piping isometrics, GA drawings, piping layouts, plot plans and equipment drawings.
- Strong understanding of piping materials, piping classes, valves, fittings, flanges, pipe supports and associated components.
- Good knowledge of piping fabrication, erection, welding, inspection and testing requirements.
- Familiarity with relevant piping engineering codes and standards including ASME B31 series or equivalent applicable standards.
- Knowledge of welding and NDT requirements associated with piping construction.
- Strong understanding of hydrotesting, pneumatic testing, flushing, cleaning, reinstatement and mechanical completion.
- Experience managing piping system walkdowns and punch-list closure.
- Experience supporting pre-commissioning and commissioning activities.
- Experience coordinating piping interfaces with rotating and static equipment.
- Previous experience working on large-scale site-based construction projects is highly desirable.
- Ability to independently identify and resolve complex piping engineering and construction issues.
- Strong contractor, subcontractor and vendor management skills.
- Ability to coordinate effectively across multiple engineering disciplines.
- Strong technical leadership and problem-solving skills.
- Good written and verbal communication skills.
- Strong understanding of construction safety and HSE requirements.
- Able to work effectively in a fast-paced project environment.
- Willing and able to work on-site in Tuas, Singapore
