Role Overview

We are looking for a Senior Oracle Developer with 5+ years of experience to design, develop, and manage enterprise-grade Oracle database solutions in a complex, multi-system environment. The ideal candidate combines deep PL/SQL and performance-tuning expertise with the project management skills to plan and lead a database workstream end-to-end — from requirements through production delivery. This role requires equal parts technical depth and cross-functional leadership.

Key Responsibilities

  • Oracle Development: Design and develop complex PL/SQL packages, stored procedures, functions, triggers, and views; architect tables, indexes, partitions, and materialized views aligned to data models.
  • ETL & Integration: Build and maintain ETL pipelines that process high-volume data across multiple upstream and downstream systems; develop feed specifications and data mapping documents for new integrations.
  • Performance Tuning: Profile and optimize SQL and PL/SQL code using AWR, ASH, and EXPLAIN PLAN; design partitioning and indexing strategies; conduct root-cause analysis on production incidents.
  • Data Quality & Governance: Implement validation rules and quality-check routines; support audit and compliance requests with data lineage reports; maintain HIPAA-compliant handling practices for all PII and PHI.
  • Documentation & Mentorship: Maintain data dictionaries, ER diagrams, and runbooks; establish coding standards and peer-review practices; mentor junior developers.

Required Skills & Experience

  • 5+ years of professional Oracle database development in production enterprise environments.
  • Expert-level PL/SQL: packages, stored procedures, functions, triggers, cursors, bulk collect/FORALL, dynamic SQL.
  • Strong Oracle SQL: complex joins, analytic/window functions, CTEs, and hierarchical queries.
  • Oracle performance tuning: AWR, ASH, EXPLAIN PLAN, SQL Profiles, index and partition strategy.
  • Experience with Oracle 12c, 19c, or later in high-availability production environments.
  • Proven ETL pipeline delivery with flat-file, bulk-load, real-time, and API-based data sources.
  • Proficient with Oracle SQL Developer, TOAD, or equivalent; Git for database version control.
  • Strong communicator—able to translate database complexity for non-technical stakeholders.

Preferred Qualifications

  • Experience with Oracle GoldenGate, Oracle Data Integrator (ODI), or similar replication/integration tools.
  • Oracle Certified Professional (OCP) or Oracle Certified Master (OCM) designation.
  • Knowledge of healthcare interoperability standards: HL7, FHIR, or X12 (834/835/270/271).
  • Exposure to HIPAA Privacy and Security Rules as applied to provider or member data systems.
  • Experience with cloud-hosted Oracle environments (OCI, AWS RDS for Oracle, or Azure).
  • Background contributing to a Data Warehouse or Data Lake architecture.
