Job Description

[What the role is]

In support of PA's mission to foster community participation, the Senior Manager (Special Project) provides governance oversight and operational coordination across the three Chinatown Active Ageing Centres (AACs) and one Jalan Besar AAC.

The role leads the development and implementation of the operational processes, governance structures, and oversight mechanisms required to ensure service continuity, support the transition to a corporate outsourcing model, and facilitate the eventual transfer of operations back to AIC.

[What you will be working on]

  • Overall Governance and Centre Oversight
  • Establish and maintain governance frameworks across the 3 Chinatown AACs (Banda, Chin Swee, Jalan Kukoh) and Jalan Besar AAC, ensuring compliance with PA Financial Rules and Regulations, Government Instruction Manual requirements, AIC standards, and other statutory requirements.
  • Coordinate with HQ divisions (Legal Service, Grassroots Service, Internal Audit, Field Governance Office) on policy implementation, audit clearance, and approvals for external agency agreements.
  • Financial Governance, Procurement and Controls
  • Oversee financial controls across centres, ensuring sound accounting practices, expenditure management, and budget monitoring.
  • Oversee procurement and revenue contracting processes in compliance with Grassroots Financial Rules and internal policies.
  • AIC Performance Management and Reporting
  • Develop and maintain systems to track AIC KPIs across centres, ensuring accurate data collection, analysis, and timely reporting of performance outcomes, programme delivery, and governance matters to AIC and PA management.
  • Conduct variance analysis and drive corrective actions to meet performance targets.
  • Community Outreach and Stakeholder Engagement
  • Drive outreach strategies to recruit and engage elderly residents across the centres.
  • Build and maintain relationships with community stakeholders, partners, beneficiaries, and volunteers to strengthen programme reach and impact.
  • Facilitate coordination between centres and external stakeholders to optimise partnerships and resource sharing.
  • Capability Building and Governance Training
  • Coordinate governance, finance, and compliance training for all AAC staff to ensure consistent understanding and application of policies and procedures.
  • Build operational capability across centres to strengthen compliance culture and service delivery standards.
  • Transition to Corporate Outsourcing Model and Transfer of Operations
  • Lead the development of operational processes and governance structures to ensure service continuity and compliance with AIC and PA requirements throughout the outsourcing transition.
  • Oversee service provider performance and accountability, and coordinate structured planning for the eventual transfer of operations back to AIC, covering knowledge transfer, risk management, and operational readiness.

[What we are looking for]

  • Minimum 3 years of experience in procurement and contract management, or governance and compliance, with experience managing complex procurement processes and outsourcing contracts.
  • At least 3 years of supervisory experience with accountability for operational oversight, team management, and delivery of outcomes.
  • Experience in stakeholder engagement and multi-agency coordination
