Our client is an established organisation supporting Singapore's public healthcare sector and is looking for an experienced Senior Manager, Procurement to strengthen its procurement function.
This role will be responsible for strategic procurement, sourcing, contract management and supplier engagement, while partnering closely with internal stakeholders to support operational requirements in a complex healthcare environment.
Key Responsibilities
- Lead and develop a procurement team, providing guidance on sourcing activities, tenders and commercial engagements.
- Develop and execute sourcing strategies that deliver commercial value, cost efficiencies and sustainable procurement outcomes.
- Manage end-to-end tender, RFP and RFQ exercises, ensuring appropriate governance and commercial rigour.
- Partner with internal stakeholders to understand business requirements and provide effective procurement solutions.
- Review procurement activities, identify potential risks and ensure appropriate governance and compliance.
- Drive initiatives to improve procurement processes, efficiency and service delivery.
- Manage supplier relationships and resolve commercial, performance and service-related issues.
- Oversee contract management, including contract reviews, renewals and compliance.
- Identify opportunities for cost optimisation, process improvement and value creation.
- Maintain appropriate procurement documentation and support audit and governance requirements.
- Provide procurement guidance and develop the capabilities of team members.
Requirements
- Degree or relevant professional qualification in Procurement, Supply Chain, Business or a related discipline.
- At least 5 years of relevant procurement experience, with experience in leading or managing a team.
- Strong experience in strategic sourcing, tender management and contract negotiations.
- Demonstrated experience in procurement process improvement and delivering measurable commercial value or savings.
- Good understanding of procurement governance, risk management and contract management.
- Strong stakeholder management and communication skills, with the ability to engage stakeholders at different levels.
- Proven ability to coach, develop and motivate procurement professionals.
- Experience within healthcare, life sciences, pharmaceuticals, public sector or another complex/regulatory environment will be advantageous.
- Experience with SAP MM and/or SAP Ariba will be an advantage.
