Job Role: Senior Executive, Ops Resilience and Knowledge Management (ORKM), Integrated Operations Hub (IOH)

About Ops Resilience and Knowledge Management (ORKM), Integrated Ops Hub (IOH)

The Operations Resilience and Knowledge Management (ORKM) unit, under the Integrated Operations Hub (IOH), strengthens Sentosa's operational and crisis readiness through integrated planning, risk and situational analysis, crisis management support, and knowledge management.

As custodian of the Sentosa Resilience Framework (SRF), ORKM works across stakeholders to anticipate and mitigate risks, support coordinated decision-making, and preserve institutional knowledge to drive continuous operational improvement.

Duties & Responsibilities – Ops Resilience and Knowledge Management

Ops Resilience

  • Drive operational resilience planning and coordination across the Integrated Operations Division by taking ownership of key operational platforms, assessments, and follow-through. Bring together inputs from relevant departments to identify emerging risks, dependencies, and capability gaps; align mitigation priorities; and drive the timely resolution of issues and action items. Apply data, trend analysis, environmental scanning, and historical insights to shape operational assessments, strengthen preparedness, and support management decision-making.

Crisis Readiness and Preparedness

  • Drive organisational readiness under the Sentosa Resilience Framework (SRF) for effective crisis response and recovery. Support the planning, coordination, and delivery of resilience exercises and readiness initiatives; oversee the Sentosa Crisis Operations Group's (SCOG) training and preparedness cadence; identify capability and process gaps; and work with stakeholders to implement practical improvements.
  • Curate and deliver the annual Sentosa Resilience Outreach programme to strengthen resilience awareness, skills, and shared ownership across SDC stakeholders.
  • During a crisis, serve as a core member of the Crisis Secretariat supporting the Sentosa Crisis Management Group (SCMG) and Sentosa Crisis Operations Group (SCOG). Drive information coordination across crisis functions and stakeholders, consolidate inputs into a clear and timely situational picture, track mitigation and recovery measures, support SCOG meetings and reports, and ensure critical updates are escalated or disseminated to the appropriate decision-making levels.
  • As a member of the core Crisis Secretariat team, be available for ad hoc activation at any time, as required and directed by the Head SCOG, except when overseas.

Knowledge Management

  • Drive and lead the development and anchoring of ORKM's knowledge-management foundations by establishing clear processes for the capture, review, maintenance, organisation, retrieval, and archival of key Standard Operating Procedures, manuals, operational references, and lessons learned.
  • Partner content owners and subject-matter experts to keep institutional knowledge current, accessible, and aligned with operational needs. Drive the capture and application of lessons from incidents, exercises, and After-Action Reviews (AARs), while supporting the development of a structured knowledge repository and governance framework that strengthens organisational continuity, reduces reliance on individuals, and enables continuous operational improvement.
  • Plan and facilitate After Action Reviews (AARs) as a structured learning mechanism to evaluate responses to incidents, exercises, events, and major operations. Distil key findings, assign and track follow-up actions, and ensure that lessons are incorporated into future planning, procedures, training, and operational coordination.

Ad hoc Tasks

  • Preparation of management reports for SDC Board, Directors Meeting, Integrated Ops Hub (IOH) department updates, and various other management meeting platforms.
  • Any other tasks assigned by Reporting Officer.

Requirements

  1. Preferred candidate with degree in any discipline.
  2. 3 to 5 years relevant experience in operational resilience, business continuity, crisis management, emergency planning, risk management, strategic operations, or a related field. Exposure to knowledge management, records governance, process improvement, or organisational learning would be advantageous.
  3. Strong stakeholder engagement and coordination skills, with the ability to build effective working relationships across multiple departments and external partners.
  4. Adaptable and composed in dynamic, time-sensitive, and high-pressure environments, with sound judgement and a strong sense of accountability.
  5. Strong planning, organisational, analytical, and time-management skills, with the ability to manage multiple workstreams and priorities concurrently.
  6. Demonstrated discretion and integrity in handling confidential, sensitive, and proprietary information.
  7. Willing and able to support events and operational duties outside regular working hours, including weekends and public holidays, and to be activated for crisis operations when required.
