Job Description
The Senior Consultant – Land Services will independently deliver land referencing
(identifying all land interests—owners, occupiers, and rights—that may be affected by a
proposed project or development) and land services activities for UK infrastructure
projects, working from India as part of a multidisciplinary project team.
The role is suited to mid-level professionals with experience in land referencing/ land
acquisition, land/property research, GIS-based analysis, and infrastructure projects. The
Consultant will take ownership of defined work packages, produce client-ready deliverables,
support landowner consultation and land access activities, and provide technical guidance to
junior team members.
The position involves detailed desktop land ownership research, preparation and quality
assurance of land records, coordination with UK-based project teams, and proactive
management of data accuracy, risks, and deadlines. Experience on large-scale government
or infrastructure projects—particularly in land acquisition, data management, mapping,
stakeholder coordination, and offshore delivery models is highly valuable.
Responsibilities
Land & Property Research
- Independently undertake desktop land ownership research using sources such as
revenue records, cadastral maps, municipal records, land registry extracts, and other
publicly available data sources.
- Identify, analyse, and interpret land parcels, landowners, occupiers, and land
interests including ownership, tenancy, and rights in land (easements / wayleaves),
including more complex ownership scenarios.
- Review drawings, layouts, and GIS data to assess land take, project impacts, and
constraints, translating findings into accurate land referencing outputs.
- Prepare client-ready land referencing deliverables (e.g., land schedules, ownership
registers, consultation databases) in accordance with agreed project standards,
timelines, and quality requirements.
GIS & Land Data Management
- Own the preparation, maintenance, and updating of land ownership tables,
ownership registers, consultation databases, land access trackers, and
constraints logs.
- Manage land data using MS Excel, GIS/mapping tools (QGIS/ArcGIS), and
internal systems, ensuring strong version control, audit trails, and data integrity.
- Carry out detailed data validation and quality assurance checks, ensuring
consistency across mapping, schedules, and stakeholder records.
- Identify data issues, risks, or inconsistencies early and implement corrective actions
in coordination with senior team members.
- Contribute to improving templates, workflows, and data management processes to
enhance efficiency and quality.

Landowner, Stakeholder and Project Support
- Coordinate landowner and stakeholder liaison activities for assigned work packages,
including issuing questionnaires, notices, and follow-up communications.
- Track responses, manage engagement records, and maintain accurate consultation
logs and correspondence trackers.
- Prepare meeting packs, trackers, and action logs, and ensure timely close-out of
agreed actions.
- Maintain oversight of land access status, permissions, constraints, and risks,
escalating issues proactively with clear recommendations.
- Support close coordination with planners, engineers, environmental teams, and UK
project stakeholders to ensure integrated project delivery.
Delivery, Coordination and Team Support
- Manage small to medium land referencing work packages with limited supervision,
meeting agreed cost, quality, and programme targets.
- Provide day-to-day technical guidance and task support to junior members of the
team, including checking outputs and ensuring consistent standards.
- Support progress reporting, risk tracking, and internal coordination for assigned
projects.
- Leading and supporting business development activities, including the writing of
technical components for bids and proposals. Explore various business opportunities.
Overall
- Organise and manage work in a professional and responsible manner, collaborate
closely across multi-disciplinary teams; Support Team Leader / Line Manager/
Project Manager for on time completion of tasks assigned to WSP's expected
standards;
- Clear and constant communication (verbal and written) with colleagues in India and
the UK on project related technical communication and day-to-day matters, attend
and contribute to team and project meetings;
- Work within project constraints; estimating time and budget requirements;
- Take ownership of tasks assigned and research for solutions where required;
- Expand your role to support the management of projects and development / training
of staff in India (Bengaluru/Noida) to grow the capability. Mentor colleagues by
supporting them in their work project delivery roles.
- Support Team Leader / Line Manager in planning resources, utilisation, team's
performance and development requirements;
- Contribute to knowledge sharing in internal and external forums.
- Contribute to supporting business development activities, including the writing of
technical components for bids and proposals. Explore various business opportunities.
- Ensure that Health & Safety is embedded into all work practices in line with company
policies;
- Any other task assigned by HoD/ Team Leader / Line Manager
Qualifications
Educational Qualification
- Bachelor's degree in Geography, Urban & Regional Planning, Urban Studies, or a
related discipline.
- Post Graduate qualification in Geography / Remote Sensing / Planning or relevant
subject with more than 7 years technical experience.
Mandatory Skills & Experience
- More than 7 years of experience in land acquisition support, land referencing, land
and property research, and spatial/non-spatial data analysis.
- Practical understanding of land ownership concepts, land records, and plans.
- Successful track record of delivery of large infrastructure projects.
- Ability to manage multiple priorities including team mentoring, meet deadlines, and
work with limited supervision.
- Excellent communication, stakeholder engagement, and client relationship skills
(internal and external).
- Strategic thinking and commercial awareness.
- Report writing and data analysis: ability to produce and contribute to reports,
presentations, and technical notes in various formats;
- Coordination and teamwork: ability to work as part of a team and to work under
guidance and also manage a team;
- Experience conducting detailed desktop research using public or government data
sources.
- Strong working knowledge of MS Excel and structured data handling, with high
attention to detail. Knowledge of Database Management System (DBMS).
- Working experience with GIS or mapping tools (QGIS, ArcGIS, or similar). Use of
analytical tools to process large data sets, Python. Knowledge of working with AI
tools.
Knowledge Preferred (Desirable)
- Awareness of UK land referencing practices.
- Working knowledge of UK statutory land processes such as Development Consent
Orders (DCO), Compulsory Purchase Orders (CPO), and Transport and Works Act
Orders (TWAO).
- Experience supporting UK or international infrastructure projects through an offshore
delivery model.
