Working Hours: Flexible (Must maintain a minimum 3–4 hours of daily overlap with US Pacific Time (typically IST evenings) to ensure real-time collaboration with the CIO and US-based IT leadership.)

Role Overview:

Twimbit is seeking a Senior Consultant (IT PMO) to serve as a dedicated contractor embedded within the IT division of a leading global automotive manufacturer. The Senior Consultant will be responsible for managing IT Project Management Office as a strategic center of excellence, reporting directly to the CIO. 

 

Key Responsibilities :

 

PMO Operations & Governance (20%) 

  • Design, implement, and continuously mature the IT PMO operating model — including delivery frameworks, standards, templates, and governance processes. 
  • Establish and maintain a tiered project intake, prioritization, and approval process ensuring IT investments align with business value and strategic objectives. 
  • Define and enforce project lifecycle standards (Agile, Waterfall, hybrid) appropriate to each initiative, ensuring consistent application across the IT portfolio. 
  • Lead quarterly portfolio reviews with the CIO and senior IT leadership — consolidated view of project health, capacity utilization, and financial performance. 
  • Develop and manage a portfolio-level risk and issues register, escalating critical items with recommended remediation plans. 
  • Maintain PMO knowledge management systems — lessons learned repositories, playbooks, and best-practice documentation. 

 

Portfolio & Program Delivery (20%) 

  • Oversee delivery governance for all IT projects and programs across the portfolio — on scope, on schedule, within budget. 
  • Manage interdependencies across concurrent programs; proactively identify and resolve conflicts in resources, timelines, or priorities. 
  • Lead strategic programs directly where complexity, executive visibility, or cross-functional scope warrants direct PMO involvement. 
  • Implement and manage stage-gate review processes to evaluate project readiness before phase advancement. 
  • Partner with IT delivery leads, product owners, and business stakeholders to define project charters, success metrics, and acceptance criteria. 
  • Drive adoption of Agile delivery practices (Scrum, Kanban, SAFe) across IT project teams — coaching teams and removing structural impediments to agility. 

 

Strategic Alignment & Stakeholder Engagement (20%) 

  • Serve as a strategic advisor to the CIO — data-driven insights and recommendations on portfolio prioritization and IT investment decisions. 
  • Collaborate with senior business leaders to ensure IT programs remain aligned with evolving business objectives. 
  • Lead change management activities associated with PMO process transformations. 
  • Represent the IT PMO in cross-functional forums, steering committees, and executive briefings. 

 

Reporting & Executive Visibility (15%) 

  • Design and operate a real-time IT portfolio dashboard (Power BI or equivalent) providing the CIO and business stakeholders visibility into project status, milestones, risks, and financials. 
  • Produce monthly, quarterly, and annual portfolio performance reports for executive leadership and relevant business committees. 
  • Develop and maintain KPIs and OKRs for IT delivery performance — on-time delivery, budget variance, resource utilization, benefit realization. 
  • Prepare and present board-level and executive committee materials on IT program status and strategic initiative progress. 
  • Ensure accurate and timely communication of portfolio changes, escalations, and key decisions across time zones. 

 

Financial & Resource Management (15%) 

  • Partner with IT Finance to develop, track, and manage the IT project portfolio budget — capital and operating expenditures across all active initiatives. 
  • Oversee resource capacity planning across the portfolio — staffing levels, skill alignment, demand forecasting. 
  • Monitor and report on budget variances, forecast-to-completion, and benefit realization; provide remediation recommendations. 
  • Support annual IT budget planning by consolidating project-level investment requests aligned with the strategic IT roadmap. 

 

Vendor Management (10%) 

  • Manage relationships with key IT vendors and system integrators — contractual compliance and delivery accountability. 
  • Collaborate with Procurement and Legal on vendor contracts, SOWs, and change orders. 

 

Critical Capability Requirements:

 

JIRA Ecosystem & Atlassian Toolchain (Must-Have) 

This role requires deep, hands-on expertise across the Atlassian/JIRA ecosystem as the primary project management and delivery platform: 

Tools & Expected Proficiency:

  • JIRA Software: Advanced — workflow configuration, custom fields, automation rules, dashboards, cross-project reporting 
  • JIRA Product Discovery (JPD): Advanced — idea prioritization, opportunity scoring, roadmap alignment with delivery backlogs 
  • Confluence: Advanced — PMO knowledge bases, runbooks, decision logs, governance documentation, space architecture 
  • JIRA Align (formerly AgileCraft): Preferred — enterprise Agile planning, PI planning, strategic theme tracking 
  • JIRA Service Management: Working knowledge — IT service request integration with project workflows 
  • Atlassian Analytics / Dashboards: Advanced — portfolio-level reporting, velocity tracking, burn-down/burn-up charts, custom JQL-based views 
  • Automation for JIRA: Advanced — workflow triggers, SLA monitoring, status transition rules, notification automation 
  • Integration & Administration: Ability to define scheme architecture, permission models, and integration patterns with tools such as Power BI, ServiceNow, and Azure DevOps 

The candidate must be capable of designing and operationalizing the entire PMO governance and reporting infrastructure on the Atlassian platform — not merely using it as an end-user. 

 

Agile Methodology (Must-Have) 

  • Demonstrated experience leading Agile transformation at the enterprise or division level. 
  • Hands-on fluency in Scrum, Kanban, and SAFe — including PI Planning, ART-level coordination, and Inspect & Adapt ceremonies. 
  • Ability to apply hybrid delivery models (Agile + Waterfall) based on project context, regulatory requirements, or vendor constraints. 
  • Track record of coaching teams, Scrum Masters, and Product Owners through Agile adoption. 
  • Experience establishing Agile metrics and reporting — velocity, cycle time, lead time, cumulative flow, sprint goal achievement rates. 

 

. Global / Distributed Team Operations (Must-Have) 

  • Significant experience working in IT PMO roles within large, global organizations — multinational enterprises with distributed teams across multiple geographies and time zones. 
  • Demonstrated discipline in asynchronous communication, proactive status reporting, and structured escalation across time zones. 
  • Experience managing on-shore/off-shore delivery teams and coordinating with vendors across geographies. 

 

Qualitifications:

Education 

  • Bachelor's degree in computer science, Management Information Systems, Business Administration, or related field (or equivalent combination of education, training, and experience). 
  • Master's degree (MBA or MS in Information Systems) preferred. 

 

Experience 

  • 8+ years of progressive experience in IT project management, program management, and/or PMO leadership. 
  • 4+ years in a PMO role within a large, complex, global enterprise. 
  • Demonstrated experience establishing PMO governance frameworks, project lifecycle methodologies, and portfolio reporting infrastructure — from the ground up or through significant transformation. 
  • Extensive experience with both Agile and Waterfall delivery methodologies. 
  • Prior experience in IT PMO at multinational corporations (automotive, manufacturing, or consumer products industry experience is a strong plus). 
  • Demonstrated success managing large vendor and system integrator relationships. 
  • Experience working with both on-shore and off-shore delivery teams in a matrixed organizational structure. 
  • Track record of effective remote collaboration with US-based or Western-headquartered executive leadership. 

 

Certifications 

  • PMP (Project Management Professional): Required 
  • PMI-ACP / SAFe Agilist (SA) / CSM: Strongly Preferred 
  • Atlassian Certified (any relevant): Preferred 
  • ITIL Foundation or higher: Plus 
  • PfMP or PgMP: Plus 

 

Technical Skills 

  • Atlassian Suite: JIRA Software, JPD, Confluence, JIRA Align, JIRA Service Management (advanced) 
  • PPM Tools: ServiceNow PPM, Planview, MS Project Online (any combination)
