Senior Assistant Manager/Manager, Quality, Risk and Compliance, NUHS Diagnostics

The Quality, Risk and Compliance role will work closely with leads of diagnostic services, business planning and QC personnel to maintain the QMS, regulatory and audit compliance, and Enterprise Risk Management.

Responsibilities

1. Regulatory Compliance & Accreditation

• Ensure compliance with regulatory and accreditation standards (e.g. ISO 15189, CAP, CLIA, MOH).
• Prepare for and manage internal, external, and accreditation audits.
• Monitor regulatory changes and implement required updates.

1. Quality Management System (QMS)

• Develop, implement, and maintain QMS policies, SOPs, manuals, and documentation.
• Manage document control and version management.
• Conduct regular reviews and updates of the QMS.
• Monitor staff compliance with documented procedures.

1. Internal and External Audit Management

• Plan, coordinate, and conduct internal audits.
• Support external audits and proficiency testing (EQAS/PT).
• Monitor audit completion rate and corrective action implementation rate

1. Incident and Non-Conformance Management

• Investigate quality incidents, complaints, and non-conformances (Ri-Sys).
• Lead Root Cause Analysis (RCA) and implement Corrective and Preventive Actions (CAPA).

1. Continuous Quality Improvement

• Identify areas for improvement using quality indicators (e.g. TAT, error rate, specimen rejection rate).
• Facilitate quality improvement projects.

1. Enterprise Risk Management (ERM)

• Analyse potential risks associated with strategic initiatives and to develop mitigation plans to ensure business continuity, working in collaboration with NUP.
• Conceive and implement Key Risk Indicator (KRI) plans with Risk Domain Owners.
• Conduct audits as part of Internal Governance (IG).
• Prepare ERM and IG plans for NUHS Diagnostics
• Provide regular risk updates and stakeholder communications.

Requirements

• Recognised Degree in Medical Laboratory Science or a related discipline.
• American Society for Clinical Pathology (ASCP) certification is an advantage.
• Certification in Enterprise Risk Management (ERM) is an advantage.
• At least 2 to 5 years of experience in a core laboratory environment within a public or private healthcare institution.
• Experience in medical laboratory regulatory compliance and accreditation is preferred.
• Good understanding of Enterprise Risk Management (ERM), Risk Management, and Quality Management Systems (QMS).
• Strong verbal and written communication skills, including conducting meetings, briefings, and preparing management reports.
• Strong teamwork and multitasking abilities, with the ability to manage multiple priorities effectively.
• Proficient in IT applications, including AI tools, Microsoft 365, and related technologies.
• Minimum 2 years of leadership experience. Demonstrated ability to lead teams, drive quality and risk initiatives, and collaborate with stakeholders across different functions.
