Experience

6–8 Years in IT services pre-sales, RFP response, and proposal management for US, UK, AU, CA, etc Global government and enterprise clients

Mandatory

  • Minimum 5 years writing and submitting winning RFPs/RFQs for US Federal (SAM.gov), UK Government (Find a Tender), or Australian Government (AusTender) and Other Global contracts
  • Must take ownership of getting contracts and close deals in reasonable time period.

NOTE: This Job is to Pitch Our Client Services global Client Name will be disclosed during shortlisting, they already have 200+ Inhouse Developers and Company Registered in California, Singapore and other countries.

Role Overview

For this role you already know that RFP responses are not copy-paste exercises. Every proposal you write must demonstrate that we understands the specific problem the buyer is trying to solve, has solved a similar problem before, and has the team and methodology to solve it again — on time, within budget, and in full compliance with every stated requirement. You will manage the full RFP lifecycle from opportunity identification through submission, and you will build the capability to win government and enterprise contracts in the US, UK, and Australia that most IT services companies from India cannot access.

What You Will Own

•    Opportunity Monitoring — Opportunity identification — daily monitoring of SAM.gov, Find a Tender (UK), AusTender (AU), Merx (CA), Onvia, BidNet, and sector-specific procurement portals for relevant IT services opportunities

•    Bid Qualification — Go/No-Go decision framework — apply qualification criteria (technical fit, compliance requirements, budget alignment, competitive position) before committing to any bid

•    Proposal Writing — Full RFP/RFQ response writing — Executive Summary, Technical Approach, Management Plan, Past Performance, Staffing Plan, Pricing — all written to the specific requirements of each solicitation

•    SAM.gov Compliance — SAM.gov registration maintenance — UEI number, NAICS codes, capability statement, representations and certifications — kept current at all times

•    Capability Statement — Capability statement development and maintenance — a living document updated after every significant project delivery

•    Past Performance Library — Past performance documentation — maintain a library of past performance references formatted for government proposal use, updated quarterly

•    Subcontractor Strategy — Subcontracting strategy — identify and build relationships with small business prime contractors for subcontractor pathways into government contracts

•    Pre-Bid Engagement — Pre-bid engagement — attend industry days, submit questions during Q&A periods, and build relationships with contracting officers where permissible

•    Bid Improvement — Post-submission debrief — request and analyse debrief feedback after every lost bid to systematically improve submission quality

•    Upwork Enterprise Bids — Upwork enterprise proposal writing — write compelling proposals for large enterprise projects on Upwork that win against price-competitive bids through superior value articulation

Non-Negotiable Requirements

•    5+ years in IT services proposal writing and pre-sales with a demonstrable win rate above 15%

•    Direct experience submitting to SAM.gov (US Federal), Find a Tender (UK), or AusTender (AU) — not just awareness of them

•    Understanding of FAR (Federal Acquisition Regulations) for US bids and equivalent procurement regulations for UK and AU

•    NAICS code knowledge — 541511, 541512, 541519, and adjacent codes relevant to IT services

•    Strong technical writing skills — ability to translate complex IT capabilities into clear, compelling proposal language that evaluators score highly

•    Experience building past performance libraries and maintaining compliant proposal reuse repositories

•    Ability to coordinate cross-functionally — technical leads, project managers, finance — to gather inputs and build complete proposals under deadline pressure

What Will Get You Shortlisted Faster

•    Specific winning RFP examples — agency name, contract value, submission date — that you can reference (NDAs respected)

•    Experience with SBIR/STTR programmes or similar innovation procurement pathways

•    Prior work building subcontractor relationships with prime contractors on GWAC vehicles (SEWP, CIO-SP3, Alliant 2)

•    Knowledge of how to position an Indian IT services company credibly against US-domestic competition in government bids

•    Experience with Shipley or similar structured proposal development methodology

KPIs You Will Be Measured Against

•    Number of RFP submissions per month against target (minimum 3–5 qualified submissions)

•    Bid win rate — percentage of submitted proposals that result in contract award or shortlisting

•    Contract value of won bids — cumulative revenue attributed to RFP channel

•    Upwork enterprise proposal win rate and average project value of won proposals

•    Debrief completion rate — percentage of lost bids for which debrief feedback was obtained and actioned
