Resident Engineer (RE) – Water & Desalination Projects
Role Overview
The Resident Engineer (RE) shall work under the direction of the PMC Team Leader, who acts as the
Engineer or Employer's Representative under
FIDIC Conditions of Contract (1999 Red and/or Yellow Books) / Gold Book (2008).
The RE will be responsible for
day‑to‑day on‑site supervision, contract administration, and technical oversight of construction works for large water infrastructure projects.
The RE shall ensure that the Contractor's works are executed in full compliance with the Contract, Employer's Requirements, Applicable Laws, IFI safeguards, and approved designs, with support from Site Inspectors, QA/QC Engineers, and discipline specialists.
Key Responsibilities
- FIDIC Contract Administration
- Assist the PMC Team Leader in discharging duties of the Employer's Representative / the Engineer under FIDIC Gold Book (DBO) / Red Book (Employer‑Designed)
- Review and recommend approval of:
- Contractor's submissions (designs, drawings, method statements, ITPs).
- Materials, plant, and equipment.
- Support issuance of:
- Employer's Representative / Engineer's Instructions
- Variations
- Interim Payment Certificates
- Assist in evaluation of:
- Extension of Time (EOT) claims
- Contractor claims and contractual entitlements.
- Construction Supervision
- Oversee daily construction activities and ensure compliance with:
- Approved designs and drawings
- GFC drawings
- Employer's Requirements and Technical Specifications.
- Coordinate with discipline engineers and inspectors to ensure integrated supervision of civil, mechanical, electrical, and process works.
- Monitor progress against approved baseline schedules and report deviations.
- Quality Assurance, Testing & Commissioning
- Enforce implementation of the Contractor's approved Quality Assurance / Quality Control (QA/QC) systems.
- Review and witness:
- Pre‑commissioning tests
- Dry and wet commissioning runs
- Performance and acceptance tests.
- Verify readiness for Taking‑Over and Defects Notification Period (DNP) activities.
- Reporting & Stakeholder Coordination
- Prepare and contribute to:
- Weekly and monthly progress reports
- IFI / Donor reports
- Risk, issue, and mitigation registers.
- Coordinate with Client, IFI representatives, statutory authorities, and stakeholders at site level.
- Environmental, Social, Health & Safety (ESHS)
- Monitor Contractor's compliance with:
- Approved ESHS plans
- IFI safeguard requirements (ADB / JICA / WB / KfW)
- National and local regulations.
- Report incidents, non‑compliances, and corrective measures.
Qualifications & Experience Requirements
Education
- Bachelor's Degree in Civil, Mechanical, or Environmental Engineering (mandatory).
Professional Experience
- Minimum 15 years of relevant professional experience.
- At least 10 years in supervision of large water infrastructure projects, preferably:
- Water Treatment Plants ≥ 200 MLD capacity
- Desalination / SWRO plants (desirable, not mandatory).
Contract & Donor Experience
- Demonstrated hands‑on experience with:
- FIDIC Red Book and/or Yellow Book
- Acting under or supporting the Engineer / Engineer's Representative.
- Mandatory experience on projects funded by international financing institutions, such as:
- ADB, JICA, World Bank, KfW.
Additional Requirements
- Strong construction management, coordination, and reporting skills.
- Familiarity with commissioning and performance testing protocols.
- Tamil language proficiency preferred.
- Willingness to work full‑time at site.
