1. Position Summary:
Responsible for the overall administration, governance support, and regulatory compliance of the institution, under the direct supervision of the Vice-Chancellor and plays a key role in implementing the policies and decisions of statutory bodies in accordance with the guidelines of the UGC and other regulatory authorities.
2. Qualifications (As per UGC Norms):
- Master's Degree with at least 55% marks or equivalent grade from a recognized university.
- At least 15 years of administrative experience in:
- Universities, OR
- Higher education institutions, OR
- Research establishments / Government organizations. OR
- 15 years experience as Assistant Professor, including 8 years in Associate Professor level, along with administrative experience. OR
- Comparable experience in research establishments or higher education administration.
3. Desirable Qualifications:
- Ph.D. / master's degree
- Experience in university governance and statutory administration.
- Knowledge of higher education regulations and accreditation frameworks such as:
- National Assessment and Accreditation Council
- All India Council for Technical Education
- Experience in e-governance and university ERP/ Information systems.
4. Roles & Responsibilities:
Administrative Leadership:
- Act as the Chief Administrative Officer of the University.
- Supervise and coordinate all administrative departments of the university.
- Ensure efficient implementation of university statutes, ordinances, and regulations.
- Monitor and enforce compliance with the University policies, statute and by-laws regarding assigned essential registration function.
- Supervises, trains and evaluates clerical staff responsible for processing and maintaining academic history files and records, updating information and furnishing reports; establishes work schedules and work assignments.
- Supervise administration of all academic programs, schedule classes, and monitor execution.
Governance, Statutory & Regulatory Compliance:
- Work closely with the Vice-Chancellor to frame various policies towards Student Welfare and ensure compliance to the University Rules & statute across all functional areas of the University.
- Serve as Secretary to the University statutory bodies, including:
- Board of Management / Executive Council
- Academic Council
- Finance Committee
- Other statutory committees
- Prepare agendas, record minutes, and ensure implementation of decisions taken by statutory bodies.
- Ensure compliance with guidelines of the UGC, and all Government regulations.
- Maintain official records, statutory registers, and university documentation.
- Ensure other statutory compliances of the University towards UGC, AICTE, COA, NBA and others.
Academic Administration:
- Work closely with the Vice-Chancellor towards the development and delivery of multi discipline programs to be rolled out by the university from time to time.
- Academic administration including:
- Admissions & Student registration
- Examinations & Evaluation Management: coordination with Controller of Examinations & Evaluation team
- Organize & Conduct Convocation
- Ensure accurate maintenance of student and academic records.
Human Resource Administration:
- Manage recruitment processes for teaching and non-teaching staff as per UGC & university rules.
- Maintain service records, appointments, promotions, and disciplinary procedures.
- Manages a unique Registration function, establishes and reviews office policies and procedures; plans workflow and sets priorities to meet academic calendar deadlines.
Legal & Institutional Affairs:
- Represent the university in legal matters when required.
- Maintain custody of the university seal, records, and official documents.
Coordination & Communication:
- Facilitate coordination between academic departments, administrative units, and statutory bodies.
- Act as the principal channel of communication between the Vice-Chancellor and university authorities.

6. Tenure & Service Conditions
- Appointment shall be as per the statutes of the university and guidelines of the University Grants Commission.
