JOB PURPOSE
The Regional Assistant Directorplays a strategic leadership role responsible for driving operationalexcellence, business growth, community impact, and financial sustainabilityacross multiple centres, programmes, and service assets within the assigned region.
The incumbent will provide strategicdirection, oversee integrated service delivery, build strong partnerships withinternal and external stakeholders, and lead cross-functional teams to achieveorganisational goals and stretch Key Performance Indicators (KPIs). He/She willchampion innovation, transformation, and service integration while ensuringoperational efficiency, regulatory compliance, and high-quality serviceoutcomes.
As a keyrepresentative of the organisation, the Regional Assistant Director will fostercollaborative partnerships with government agencies, healthcare institutions,community organisations, corporate partners, donors, and residents tostrengthen community ecosystems and enhance programme effectiveness.
1) DUTIES &RESPONSIBILITIES
Strategic Leadership & Business Development
- Develop and execute regional strategies aligned with organisational vision, mission, and strategic priorities.
- Translate organisational goals into actionable regional plans with measurable outcomes.
- Drive achievement of stretch KPIs across operational, financial, service quality, and community impact dimensions.
- Identify emerging trends, opportunities, risks, and market developments to inform strategic planning and service expansion.
- Lead the development of integrated service models and value-chain solutions across multiple programmes and centres.
- Support business development initiatives, tender submissions, partnership opportunities, and growth strategies.
Operations & Service Excellence
- Provide overall leadership and oversight of multiple centres, programmes, and service delivery points.
- Ensure effective implementation of organisational policies, operational frameworks, and quality standards.
- Drive operational efficiency, productivity improvements, and service optimisation initiatives.
- Lead continuous improvement efforts through process redesign, innovation, and digital transformation.
- Ensure compliance with regulatory requirements, governance standards, audit requirements, and risk management frameworks.
- Monitor operational performance and implement corrective actions where required.
Stakeholder & Community Engagement
- Build and maintain strong relationships with government agencies, healthcare clusters, community partners, funders, volunteers, and corporate stakeholders.
- Serve as a key organisational representative and spokesperson for assigned programmes and services.
- Lead stakeholder engagement initiatives to strengthen community partnerships and collaborative networks.
- Champion community outreach, engagement, and awareness campaigns to increase service accessibility and community participation.
- Gather stakeholder insights and community feedback to support programme enhancement and future strategic planning.
People Leadership & Talent Development
- Lead, mentor, and develop a multidisciplinary team of managers and frontline leaders.
- Foster a high-performance culture focused on accountability, collaboration, innovation, and continuous improvement.
- Drive workforce planning, succession planning, staff engagement, and capability development.
- Provide strategic guidance and coaching to centre leaders and programme managers.
- Promote staff wellbeing, resilience, and organisational values.
Financial Stewardship & Sustainability
- Oversee regional budgets, resource allocation, financial performance, and expenditure controls.
- Ensure effective utilisation of resources while maintaining service quality and operational efficiency.
- Identify and implement sustainable funding, revenue generation, and resource optimisation strategies.
- Explore innovative business models, strategic partnerships, and technology-enabled solutions to strengthen long-term sustainability.
- Monitor financial performance and develop mitigation plans to address risks and revenue challenges.
Programme & Project Management
- Lead strategic and organisation-wide projects from conceptualisation to implementation.
- Oversee programme planning, execution, monitoring, evaluation, and reporting.
- Analyse performance data, service outcomes, and impact indicators to drive evidence-based decision-making.
- Ensure programmes achieve intended outcomes, service targets, and stakeholder expectations.
- Collaborate with Corporate Development and other departments to structure, integrate, and scale programmes effectively.
Governance, Risk & Compliance
- Ensure effective governance, risk management, and compliance across all assigned programmes and operations.
- Identify operational, financial, and reputational risks and implement mitigation strategies.
- Maintain strong internal controls and adherence to organisational policies and procedures.
- Prepare management reports, presentations, board papers, and strategic recommendations for senior leadership.
2. QUALIFICATIONS
- Bachelor's Degree in Healthcare Administration, Social Work, Gerontology, Public Health, Business Administration, Non-Profit Management, or related disciplines.
- Master's Degree in Business Administration, Public Administration, Healthcare Management, or related field will be an advantage.
3. EXPERIENCE
- Minimum 10 years of relevant leadership experience in community care, healthcare, social services, ageing-related programmes, or non-profit organisations.
- At least 5 years in a senior management role overseeing multiple teams, centres, or programmes.
- Proven track record in strategic planning, stakeholder engagement, operational management, and organisational transformation.
- Experience managing large-scale projects, budgets, and cross-functional teams.
- Demonstrated success in achieving business targets, operational KPIs, and financial sustainability goals.

5. WORKING CONDITIONS
Working hours: 8.30 am to 6.00 pm (Monday to Thursday)
8.30 am to 5.30 pm (Friday)
