Amgen is seeking an R&D Portfolio Forecasting and Analysis Manager to join the Research and Development Strategy and Operations organization. In this role, you will partner with the leads to support Development Teams and Functional Management with a resource demand forecast and supply analysis to enable effective operational planning & decision making. You will support stewardship of R&D resource algorithms to drive a systematic methodology and tool for forecasting functional resources in support of functional planning, portfolio management and process efficiency monitoring.

Key responsibilities include, but are not limited to:

  • Developing and supporting resource management for one or more R&D subfunctions by:

Collecting user requirements for milestone-based algorithms including identification of appropriate roles and role level information from leaders and stakeholders Evaluating and implementing appropriate algorithms into the Planisware environment to simulate appropriate workload per activity Developing and implementing appropriate role-based supply tracking into SAP based CapCity supply management systems Performing quality oversight to ensure integrity of resource forecasting outputs Support maintaining accurate supply and demand data and in drawing insight into functional concerns with appropriate and timely escalation to leadership Serving as support for ad-hoc assessments of resource impact Coordinating continued stakeholder engagement to align on resource algorithm assumptions, ensuring forecasting inputs reflect current operational realities. Assessing and communicating the impact of proposed process or methodology changes, contributing to the governance of algorithm updates and promoting consistency across functions. Preparing presentations for role-level leadership to review their resource allocations and any areas of concern Acting as a data analyst for the overall resource management lead

  • Ensuring strong stakeholder engagement across the remit of your support by:

Build trusted collaborations built on clear communication, willingness to seek feedback, and rooted in delivering context-rich analyses to inform functional decision-making. Translating portfolio trends and patterns into actionable insights, helping your supported teams proactively prepare for shifts in demand, or in highlighting issues upwards to leadership.

  • Helping to deliver on initiatives seeking to improve business processes or data management principles including but not limited to:

Delivering on data management principles ensuring an emphasis on implementation of simple, logical, and scalable solutions. Generating insight starting from any given data set, including finding a route forward when a data-set is incomplete or needs to be corrected. Leading or supporting process enhancement efforts, within your supported subfunctions, aimed at increasing forecast accuracy, operational efficiency, and system usability across planning tools and methodologies. Contributing to the design and implementation of forecasting tools, reporting dashboards, and data management approaches that enable scalability and visibility.

Basic Qualifications:

Doctorate degree OR

Master's degree and 6 years of clinical experience OR

Bachelor's degree and 8 years of clinical experience OR

Preferred Qualifications:

  • BA/BS/BSc in the sciences or in management sciences (decision analysis, operations research, statistics, strategic planning), finance, economics, basic sciences, engineering or other majors with strong analytical focus
  • 5 years work experience in life sciences or medically related field, including 4+ years of biopharmaceutical clinical product development
  • Strong knowledge of planning, forecasting, and data analysis
  • Strong understanding of the drug development lifecycle, and/or portfolio management processes
  • Well developed learning agility
  • Experience with resourcing applications (Planisware Preferable)
  • Strong computer and system operation skills (Excel, Access, Spotfire, Tableau, PowerBI)
  • Thorough understanding of financial management, budget process and project valuation metrics
  • Strong qualitative and quantitative analytical skills
  • Strong oral and written presentation skills with ability to explain complex concepts clearly to a variety of audiences

Job Description

Key responsibilities include, but are not limited to:

  • Oversee all aspects in the planning and delivery of the resource forecast and analysis outputs (standard reviews and ad hoc scenarios) to support Functional Leadership, Sr Management, Finance, Portfolio Management and Process Improvement objectives
  • Partner with Functional Leads and Project Managers and Planners to provide context and insights to portfolio changes driving resource demand variances to prepare rationale for anticipated resourcing questions
  • Drive system and process innovation within team and the larger organization to address stakeholder needs in alignment with organizational strategy and vision
  • Drive a consistent algorithm design methodology across R&D functions
  • Facilitate algo impact analysis for process improvement changes and governance of algorithm updates
  • Drive functional stakeholder engagement and ownership of resource algorithms
  • Initiate and manage the review of algorithm and portfolio assumptions with functional leads
  • Drive the variance analysis of algo forecast to actual time allocation data to identify algo misalignment
  • Maintain strong relationships with partners by communicating, seeking advice, and facilitating critical business decisions
  • Drive information management strategy and continuous improvement initiatives
  • Work to translate the portfolio trending insights to application of resources to portfolio
  • Lead and participate in cross-functional process improvement initiatives
  • Adapt to a constantly evolving, fast-paced and often ambiguous environment
  • Partner with Finance and Functional budget gatekeepers to embed resource budget true up, impact and variance analysis into the resource forecasting process
  • Support Functional Leadership in business case development of resourcing proposals in a way that demonstrates advocacy and builds credibility with stakeholders
  • Provide direction, coaching and mentorship for staff to deliver quality forecasting outputs
  • Execute special projects and assignments

Preferred Qualifications:

  • 9 years work experience in life sciences or medically related field, including 6 years of biopharmaceutical clinical product development
  • Strong clinical trials operations knowledge, drug development lifecycle and portfolio management processes
  • Experience with resourcing applications (Planisware Preferable)
  • Advanced skills in configurable application software and analytical development methodologies (Excel, Access, Spotfire, Tableau, Smartsheet)
  • Demonstrated exceptional interpersonal, project management, and strategic / critical thinking abilities and eye for business
  • Strong qualitative and quantitative analytical skills
  • Excellent oral and written presentation skills with ability to explain complex concepts clearly to a variety of audiences
  • Self-starter with the ability to handle multiple responsibilities, priorities and tasks with minimal direction
  • Ability to work collaboratively in a team-based environment, as well as build external relationships and navigate a matrixed organization
  • Proficient facilitation, negotiation, problem-solving and conflict resolution skills
  • Previous management experience of direct reports
