Purchase Officer - Medical College & Hospital

1. Core Educational Qualifications:

• A First Class Master's Degree from a UGC-recognized University, preferably Master of Business Administration (MBA) in Supply Chain Management / Logistics, or a Master of Commerce (M.Com).

OR,

• A Bachelor's degree (B.E./B.Tech/B.Com) with a Post Graduate Diploma in Material Management or Logistics from a well reputed & recognized University / Institute.

2. Required Professional Experience:

• Essential: A minimum of 5 to 8 years of supervisory experience in procurement, inventory control, and supply chain logistics out of which at least 3 years of this experience must be specifically within a Medical College or 150+ bedded Hospital, or an institute of national academic repute.

• Desirable: Experience serving in an administrative capacity equivalent to a Level-7 or Level-10 pay matrix (7th CPC) or as an Assistant Purchase Officer/Administrative Officer.

3. Essential Technical Competencies:

• Knowledge of the General Financial Rules (GFR) and state-specific public procurement acts.

• Proven expertise in managing the Government e-Marketplace (GeM portal), e-tendering platforms, and specialized Centralized Inventory Management software.

• Comprehensive understanding of biomedical equipment lifecycles, pharmaceutical procurement regulations (including CDSCO and Drug Controller guidelines), and hospital consumable supply chains.
