Programme Overview LiftED (Delhi)

Peepul is implementing a 5-year Development Impact Bond (DIB) focused on Foundational Literacy and Numeracy (FLN) across four zones of the Municipal Corporation of Delhi (MCD).

The programme began with a learning year (AY 202223) and has now transitioned into outcome-linked funding (AY 202324 onwards). The work focuses on strengthening assessment-driven instruction through academic, governance, and technology reforms, particularly in the Central and West zones of MCD.

Over the course of the programme, Peepul is building systemic capability within the government to design, implement, and sustain high-quality student learning assessmentsthrough practice reviews, co-creation of SOPs, and large-scale capacity building of teachers and officials.

About the Role

The Project Manager LiftED will lead the design, delivery, and evaluation of professional development and capacity-building interventions for teachers, Head Masters, and academic officials within the MCD system.

This is a hands-on leadership role requiring deep instructional understanding, strong design thinking, and the ability to influence behaviour change at scale. The role demands ownershipfrom concept to classroomwhile working closely with government counterparts and internal teams.

The ideal candidate blends education expertise, facilitation excellence, and system-level thinking, and is comfortable driving innovation while ensuring rigour and accountability.

Key Responsibilities

  • Lead the design and delivery of high-quality professional development content for teachers and school leaders.
  • Design, pilot, and scale teacher support interventions such as Professional Learning Circles, recognition mechanisms, remedial learning approaches, and blended (digital + in-person) training programmes, with a strong focus on assessment-based instruction.
  • Apply classroom and pedagogical expertise to shift teacher mindset, knowledge, and practice.
  • Lead pilots, document learnings, and continuously refine programme design to maximise impact at scale.
  • Manage and coach 23 Project Associates, building their facilitation and programme delivery capabilities.
  • Build and maintain relationships with external experts, consultants, and education organisations to integrate best practices.
  • Establish strong planning and prioritisation systems to ensure timely and high-quality execution.
  • Work closely with internal M&E teams and external partners to design evaluation tools, analyse data, and inform decision-making.

Candidate Profile

Education

  • Postgraduate or graduate qualification in Education or a related field preferred.

Experience

  • Minimum 5 years of experience in designing and implementing teacher professional development programmes.
  • At least 2 years of direct classroom teaching experience strongly preferred.
  • Experience working with government education systems and understanding of Indian education structures is an advantage.

Skills & Competencies

  • Strong instructional design and facilitation skills.
  • Ability to influence and support teachers and officials through trust-based engagement.
  • High ownership, comfort with ambiguity, and ability to independently drive complex workstreams.
  • Collaborative mindset with the ability to lead without authority.

Language

  • Proficiency in English and Hindi (written and spoken).
