Position Overview
As part of our strategic growth strategy ETS is expanding our core assessment teams and as a result is hiring for a senior level Project Manager.
The
Project Manager – Assessment Specialist will lead and manage
large-scale government education assessment initiatives, with responsibility for
end-to-end project delivery, from assessment design through implementation, analysis, and reporting.
This role requires strong expertise in
assessment frameworks, psychometric analysis, and IRT-based methodologies, combined with proven experience managing
multi-stakeholder, policy-driven projects, particularly within government or public-sector education systems.
You will work closely with ministries, education boards, researchers, and internal ETS experts to ensure assessments are
technically sound, operationally efficient, and aligned to learning outcomes and policy goals.
Key Responsibilities
- Lead end-to-end delivery of large-scale government education assessment projects, ensuring scope, timelines, quality, and compliance standards are met.
- Oversee assessment and tool design, including test frameworks, item development processes, and alignment to curriculum or learning standards.
- Apply psychometric and statistical methodologies, including Item Response Theory (IRT), to support assessment validity, reliability, and interpretability.
- Manage project planning, coordination, execution, and risk mitigation across multiple workstreams and vendors.
- Partner with government stakeholders, education boards, and cross-functional teams in highly collaborative, multi-stakeholder environments.
- Lead initiatives focused on measuring student learning outcomes and translating data insights into actionable recommendations.
- Guide and review data collection strategies, survey tools, and analysis methodologies.
- Produce high-quality technical reports, policy briefs, presentations, and operational documentation for senior stakeholders and government clients.
- Ensure adherence to ETS quality standards, ethical research principles, and data security requirements.
Qualifications
Required
- Postgraduate or Master's degree (or equivalent) in Management Studies, Social Sciences, Education, Statistics, or a related field from a recognized institution.
- 12+ years of professional experience in the social or development sector, including at least 6 years focused on education or education reform projects.
- Demonstrated experience leading three or more large-scale education reform or assessment initiatives, preferably in partnership with government entities.
- Strong hands-on experience with education assessment projects, including tool design and implementation.
- Proven expertise in psychometric analysis and Item Response Theory (IRT).
- Track record of managing complex projects involving multiple stakeholders and decision-makers.
Desirable
- Published research, evaluation studies, or policy papers in educational assessment or measurement.
- Familiarity with national or international education and assessment frameworks.
- Experience working at the intersection of policy, research, and large-scale implementation.
Technical & Professional Skills
- Proficiency in MS Office Suite, project management tools, and online survey platforms.
- Strong analytical, documentation, and presentation skills tailored to senior and policy audiences.
- Ability to synthesize technical findings into clear, decision-ready insights.
- Collaborative leadership style with high comfort operating in government-facing environments.
