Job Description

About the Role

We are looking for a detail-oriented and analytical Project Management Officer (PMO) to support financial governance, budgeting, workforce planning, and project operations within a fast-paced technology environment.

This is not a typical administrative PMO role. The successful candidate will play a key role in budget planning, financial control, cost management, resource planning, and management reporting, while partnering closely with project managers, platform leads, Finance, HR, Procurement, and external vendors.

Key Responsibilities

Financial Planning & Cost Management

  • Manage and monitor Build, Maintain and Operate financials, including budgets, forecasts, actuals and variance analysis.
  • Support annual budgeting, periodic forecasting and monthly financial reporting.
  • Perform month-end financial activities, including accruals, prepayments, balance sheet reconciliation and reporting.
  • Track project costs, recoveries, recharges and Strategic Cost Management (SCM) initiatives.
  • Prepare supporting documentation for Finance on capital expenditure and fixed asset charge-outs.
  • Support monthly financial reconciliation and ensure financial data accuracy.
  • Provide financial insights and reports to support management decision-making.

Project & Resource Management

  • Support resource demand and supply planning, headcount budgeting and workforce capacity planning.
  • Manage hiring requests from approval through onboarding and closure.
  • Maintain workforce records, including staff movements, work allocation and organisational updates.
  • Monitor hiring progress, vacancies, attrition and resource deployment.
  • Track project financials, documentation and project status across internal systems.
  • Prepare management reports and dashboards for project and programme governance.

Contract & Procurement Management

  • Coordinate contract processing and ensure approvals are completed on time.
  • Create Purchase Requisitions (PR) for Purchase Order (PO) issuance.
  • Liaise with Procurement, Finance and vendors on contract administration.
  • Ensure contracts comply with internal governance, approval processes and budget requirements.
  • Track contract renewals, including Master Service Agreements (MSA).
  • Support Contract Management Process (CMP) requirements where applicable.

Stakeholder Management

  • Partner with Finance, HR, Technology teams, Procurement and vendors to resolve operational issues.
  • Support ad-hoc reporting, analysis and management requests.
  • Ensure reporting accuracy and timely delivery of management information.

Requirements

  • Diploma or Degree in Accounting, Finance, Business, or a related discipline.
  • Minimum 2-3 years of relevant experience in Project Management Office (PMO), Finance, Workforce Planning, or Technology Operations.
  • Experience in the banking or financial services industry will be an advantage.
  • Strong understanding of financial principles, budgeting, forecasting and cost management.
  • Good knowledge of accounting concepts, including accruals, reconciliations and financial reporting.
  • Advanced proficiency in Microsoft Excel and PowerPoint.
  • Strong analytical and critical thinking skills with the ability to interpret financial and operational data.
  • Meticulous, organised and able to manage multiple priorities in a fast-paced environment.
  • Able to work independently with minimal supervision.
  • Excellent stakeholder management and communication skills.

Preferred Skills

  • Experience supporting technology or project portfolios.
  • Familiarity with procurement and contract management processes.
  • Experience with workforce planning and resource management.
  • Ability to communicate in Mandarin to liaise effectively with Mandarin-speaking stakeholders.
