Job Description

Position - Project In-Charge (PIC)

Project - Construction / Extension / Modification of FOBs, Platforms, COPs, earthwork, and platform development works — Western Railway suburban stations, Mumbai

Client - Mumbai Railway Vikas Corporation (MRVC)

Qualification - B.E. / B.Tech (Civil). M.Tech (Structures / Construction Management) preferred

Experience - 12–15 years in civil contracting, of which minimum 7 years on Indian Railways / MRVC / RVNL / IRCON / metro projects

Reports To - Stake Holders

Direct Reports - Site Engineers, Planning Engineer, Site QS & Billing Engineer, Safety Officer, Store In-Charge, Surveyor, P-Way Coordinator

Job Location - Allocated Western Railway station(s), Mumbai (site posting)

Joining - Immediate / on project mobilisation

CTC - Based on experience and past CTC

Role Overview

The Project In-Charge owns end-to-end execution of the awarded MRVC contract — from mobilisation to final handover and Defect Liability Period closure. The role has full operational authority over site — planning, execution, QS, billing, safety, stores, and subcontractor management. The PIC is the firm's accountable face to MRVC and Western Railway, and is personally responsible for quality, safety, schedule, cost, and statutory compliance on the project. Billing and QS outputs generated at site are countersigned at Head Office before release to client or subcontractor.

Mandatory Experience

•       12–15 years in civil contracting, of which minimum 7 years on Indian Railways / MRVC / RVNL / IRCON / metro corporation projects

•       Direct hands-on experience on at least two of: FOB construction, platform construction / extension, COP / concourse works, station building, earthwork and track-adjacent civil work

•       Has independently run at least one station package or equivalent scope as PIC or Deputy PIC

•       Proven experience of working under night block / mega block / traffic block / power block conditions on live suburban sections

•       Experience interfacing directly with Railway field units: SSE (Works), Station Master, P-Way, S&T, OHE / TRD

•       Has taken at least one project through CRS (Commissioner of Railway Safety) inspection and commissioning

Candidates without direct Railway / MRVC / metro exposure should not apply for this role, regardless of total experience.

Technical Knowledge Required

•       Specifications & standards: IRS codes, RDSO specifications, CPWD specifications (where referenced), MoRTH (for road-side approach works), IS codes for RCC / structural steel / welding

•       Drawings: Reading and interpretation of GFC drawings, structural drawings, BBS, P-Way layouts, general arrangement drawings

•       Execution: RCC works, structural steel fabrication and erection, foundation work in restricted corridors, pre-cast elements, platform slab work, earthwork and consolidation

•       Methods of construction under live traffic: staging, temporary supports, girder launching, night erection under block, material handling with Railway restrictions

•       Block working: Block requisition process, block application drafting, interface with Operating Department, block utilisation and returns

•       Safety: BOCW Act compliance, Railway safety rules for contractors, height working, hot work permits, electrical safety near OHE

•       Contracts: GCC (General Conditions of Contract — Railways), Special Conditions, LD clauses, price variation formula, EOT and claims framework

•       Software: MS Project (Level 4–5 scheduling), AutoCAD, MS Excel, MS Word. Primavera P6 preferred

Core Responsibilities

1. Pre-mobilisation & Statutory Set-up

•       Ensure all mobilisation requirements are completed before site start: BOCW registration, labour licence under Contract Labour (R&A) Act, PF / ESIC site code, GST place-of-supply registration (if applicable), Bank Guarantees to client

•       Set up site office, stores, labour camp, and welfare facilities per BOCW rules

•       Obtain all required Railway clearances: entry passes, working permits, induction certificates for staff

2. Planning & Scheduling

•       Own the project baseline schedule (Level 4–5 WBS) in MS Project / Primavera, prepared jointly with the site Planning Engineer

•       Weekly look-ahead plans aligned to block availability from Western Railway

•       Resource planning: manpower, material, plant, subcontractors

•       Cash-flow planning project-wise, coordinated with Head Office

3. Execution

•       Site-level decision-making on sequencing, methods, and manpower deployment

•       Daily site walk; direct supervision of critical activities (foundation, launching, erection, concreting under block)

•       Quality control: material approvals, ITP compliance, joint inspections with MRVC / Consultant, FQA / third-party testing

•       Achieve monthly physical progress aligned with the billing plan

4. Block Management

•       Lead block planning: requisition drafting, liaison with Railway Operating, PCE office, and DRM office

•       Pre-block readiness: material, plant, manpower, gang briefing, safety briefing

•       On-block execution supervision — personal presence on critical and night blocks

•       Post-block handover: track clearance, sign-off, and block return within granted duration

5. Client & Stakeholder Management

•       Primary interface with MRVC engineers, consultants, and Western Railway field staff

•       Weekly / monthly progress review meetings with client

•       Written correspondence (English) for notices, claims, EOT, RFI, and general administration

•       Resolve site-level disputes and technical queries

•       Coordinate with external agencies: S&T, OHE, P-Way, BMC (where applicable), local police (for cordons during night work)

6. Safety & Compliance (non-delegable)

•       Personally own the Safety function — the Safety Officer reports to the PIC, but accountability stays with the PIC

•       Enforce PPE compliance, height safety (full-body harness, double lanyard), hot work permits, electrical isolation near OHE

•       Daily toolbox talks before each shift / block

•       Incident reporting and investigation; zero-tolerance enforcement on safety violations

•       BOCW, Contract Labour, and Railway safety compliance on site at all times

•       Statutory registers maintained: muster, wages, accident, inspection

7. Subcontractor & Labour Management

•       Approve subcontractor work orders within delegated authority; Partner approval required for large-value orders

•       Monitor subcontractor performance: quantity, quality, schedule, safety

•       Resolve labour issues at site; coordinate with contractor agencies for statutory wages, ESI, PF compliance

•       Ensure labour licence and principal employer obligations are met

8. Commercial — Oversight

•       Review RA bills to client and certify subcontractor bills at site level before HO countersignature

•       Track project P&L: budget vs actual, variance flagging

•       Identify and document claims: extra items, EOT, idle resources, prolongation, price escalation

•       Monitor retention, Bank Guarantee expiry, LD exposure, and recovery status

9. Reporting to Partners

•       Daily Progress Report (DPR) and weekly MIS

•       Monthly project review: physical progress, financial progress, P&L, safety, risks, client issues

•       Immediate escalation of: safety incidents, client disputes, major schedule slippage, cash-flow issues, statutory notices

10. Project Closure

•       Handover to client, CRS inspection (where applicable), and commissioning

•       Final bill preparation and submission

•       Defect Liability Period (DLP) management

•       Documentation handover and records retention (minimum 8 years per GST / contract requirements)

Non-Negotiable Behaviours

•       Personal presence on-site during critical blocks and safety-sensitive activities — not a WhatsApp manager

•       Owns safety. Does not delegate accountability to the Safety Officer

•       Plain, timely written communication to client and Head Office — no hiding bad news

•       Does not countersign his own bills without HO review — process discipline on money

Work Conditions

•       Site-based posting at allocated Western Railway station(s); local accommodation to be arranged

•       Night and Sunday working required during block periods (typical: 2–4 major blocks per month, plus nightly short blocks as per scope)

•       Travel across Western line stations as project requires
