About the Opportunity

A leading Middle East-based Oil & Gas organization is establishing a new Global Capability Center (GCC) in India and is seeking a Programme Manager / Resourcing Manager to lead workforce planning, talent acquisition, and GCC build-out initiatives.

This is a unique opportunity to drive the hiring engine and workforce strategy behind a greenfield GCC setup. The successful candidate will play a critical role in scaling the center to 200+ employees while partnering with stakeholders across Saudi Arabia and the United Kingdom.

The individual hired into this role will help shape the talent foundation, workforce strategy, and capability roadmap that supports long-term GCC growth.

Key Responsibilities

Programme Management & GCC Build-Out

• Support the establishment and growth of the Global Capability Center.

• Develop and manage workforce expansion roadmaps aligned with business objectives.

• Coordinate hiring initiatives and workforce planning activities across functions.

• Support GCC setup projects and organizational growth initiatives.

• Monitor hiring progress, workforce readiness, and capability development plans.

Workforce Planning & Talent Strategy

• Develop workforce planning strategies to support rapid organizational growth.

• Identify current and future talent requirements across business functions.

• Build capability mapping and workforce forecasting models.

• Support organizational design and resource allocation initiatives.

Talent Acquisition & Hiring

• Lead leadership hiring and strategic recruitment initiatives.

• Build and manage talent pipelines for critical roles.

• Partner with recruitment agencies, sourcing teams, and hiring managers.

• Drive hiring process improvements and recruitment effectiveness.

• Ensure timely fulfillment of workforce requirements.

Stakeholder Management

• Collaborate with business leaders across Saudi Arabia and the United Kingdom.

• Provide workforce insights and hiring recommendations.

• Act as a trusted partner on talent, workforce, and organizational matters.

Governance & Reporting

• Establish workforce planning and hiring governance frameworks.

• Track recruitment metrics, workforce analytics, and hiring effectiveness.

• Provide regular reporting on hiring progress and workforce readiness.

Required Qualifications

• 8+ years of experience in programme management, workforce planning, staffing management, or talent acquisition.

• Proven experience supporting GCC, GBS, Shared Services, or Captive Center environments.

• Experience scaling teams in high-growth or transformation environments.

• Strong understanding of workforce planning, talent acquisition, and organizational growth strategies.

• Demonstrated experience managing stakeholders across multiple business functions.

• Strong communication, planning, and execution skills.

Preferred Qualifications

• Experience supporting greenfield GCC setup initiatives.

• Oil & Gas or other regulated-industry experience preferred.

• Experience with ATS, workforce planning, and recruitment technology platforms.

• PMP, Prince2, or related programme management certifications preferred.

Educational Qualification

• Bachelor's Degree (Mandatory)

• MBA / PGDM – HR / Industrial Relations, General Management, Business Strategy, or related discipline (Preferred)
