Job Description

We are seeking a talented individual to join our Technology team at Mercer. This role will be based in Gurugram. This is a hybrid rule that has a requirement of working at least three days a week in the office.

Program Manager

About the role:

We are seeking an experienced Program Manager to drive a multi-year enterprise integration and platform transformation initiative. This role will lead strategic consolidation, integration and modernization of critical Talent technology platforms, spanning migrations, system rationalization, data harmonization, API integrations and SaaS platform evolution. The ideal candidate has led complex, enterprise scale integration programs involving legacy systems, third party vendors, and global stakeholders. This is not a feature delivery role; it is a transformation mandate requiring deep experience operating at the intersection of working with leaders on platform architecture, product strategy, business process redesign and technical execution.

Your work will have long-term impact; success will require balancing speed with control, defining the future vision for how our Talent solutions evolve, scale, and continue to deliver trusted insights to over 11,000 client organizations.

We will count on you to:

  • Lead end-to-end, platform integration and consolidation programs including system decommissioning, data migration, API orchestration, vendor coordination and target state architecture execution.
  • Establish and enforce program governance, decision rights, architectural guardrails, and change control frameworks to manage scope, dependencies, and integration risk across product, engineering, operations, compliance, product and practice teams.
  • orchestrate interdependent technical and business workstreams including platform architecture, data engineering, security reviews, client migration, regulatory alignment and commercial readiness, sequencing releases to minimize disruption,
  • Apply hybrid delivery model combining Agile product development and structured enterprise program controls (RAID management, dependency mapping, release governance, executive steering)
  • With the Product Officer, define integration success metrics tied to business value, cost synergies, client retention and operational efficiency
  • With the Product Officer, partner with Enterprise Architecture to define target state platform strategy and technology roadmap
  • Oversee data migration, validation, reconciliation controls and regulatory compliance alignment
  • Develop phased migration plans that mitigate client disruption and operational risk
  • Identify and reduce technical debt introduced during integration
  • With the Product Officer, establish post integration operating model, support model and platform ownership structure
  • Drive alignment, facilitate decision making, and maintain momentum in a senior, opinion-rich stakeholder environment.
  • Maintain transparent, executive-ready reporting and communication.
  • Work effectively across borders, incorporating global standards into on-the-ground execution.

What you need to have:

  • 15+ years leading enterprise scale platform integration, system consolidation or digital transformation programs
  • Proven track record executing complex multi system migrations in SaaS or hybrid cloud environments
  • Experience managing system decommissioning and data migration at scale
  • Enterprise system integration
  • Platform consolidation and data migration experience
  • API ecosystem management
  • Vendor oversight
  • Business continuity during large migration programs
  • Technical debt management
  • Cost synergy experience through integrations
  • Exceptional senior stakeholder management skills with the ability to influence and collaborate across cross-functional teams.

  • Comfort with ambiguity.

What makes you stand out:

  • Experience leading platform consolidation programs, PMP, PMI-ACP, or other relevant project management certification.
  • Experience with HR technology platforms, especially in assessment, learning and development, talent acquisition, talent management, or similar fields.
  • Understanding of global data privacy requirements and the evolving AI landscape.
  • Experience working in a global & matrixed organization.
