Consultant – Digital Technology Transformation & eGovernance

Role Overview
We are seeking an experienced Consultant with a strong background in Digital Technology Transformation and eGovernance projects. The ideal candidate will be responsible for program reporting, business analysis, documentation, stakeholder coordination, bid management, budgeting, vendor management, and project governance activities. The candidate should possess excellent analytical, communication, and documentation skills, along with experience supporting large-scale government digital transformation initiatives.
Key Responsibilities-
Program Management & Reporting
- Prepare and maintain project dashboards, status reports, MIS reports, and executive presentations for senior stakeholders.
- Monitor project progress against defined timelines, budgets, deliverables, and milestones.
- Track project risks, issues, dependencies, and mitigation plans.
- Support program governance activities and ensure adherence to project management standards.
Business Analysis & Documentation
- Gather, analyze, and document business requirements through stakeholder interactions and workshops.
- Prepare detailed project documentation including:
- Business Requirement Documents (BRD)
- Functional Requirement Specifications (FRS)
- System Requirement Specifications (SRS)
- Detailed Project Reports (DPR)
- Gap Analysis Reports
- Process Flow Diagrams
- Standard Operating Procedures (SOPs)
- User Manuals and Training Documents
- Translate business requirements into functional and technical specifications.
eGovernance & Digital Transformation
- Support planning and execution of Digital Technology Transformation initiatives across government departments and public sector organizations.
- Assist in defining digital roadmaps, transformation strategies, and technology adoption plans.
- Conduct process re-engineering and workflow optimization exercises.
- Ensure alignment of project deliverables with government policies, standards, and compliance requirements.
Bid Process Management
- Support end-to-end bid lifecycle management including:
- RFP/RFQ preparation
- Proposal documentation
- Technical and commercial evaluations
- Tender management
- Vendor selection processes
- Coordinate with internal and external stakeholders during bid preparation and evaluation phases.
- Prepare comparative statements, evaluation reports, and recommendation documents.
Budgeting & Financial Management
- Assist in project budgeting, cost estimation, resource planning, and financial forecasting.
- Track project expenditures and budget utilization.
- Support preparation of financial reports and project investment justifications.
Vendor & Stakeholder Management
- Coordinate with technology partners, system integrators, consultants, and vendors.
- Monitor vendor deliverables, project timelines, and contractual obligations.
- Facilitate communication between business stakeholders, government authorities, and technical teams.
- Conduct stakeholder meetings, workshops, and review sessions.
Quality Assurance & Compliance
- Ensure completeness, accuracy, and consistency of project documentation.
- Support compliance reviews, audits, and governance assessments.
- Maintain document repositories and version control practices.
Required Skills & Competencies
- Strong experience in eGovernance and Digital Transformation projects.
- Expertise in preparing BRD, FRS, SRS, DPR, and project documentation.
- Experience in bid management, tendering, procurement, and RFP processes.
- Strong understanding of SDLC, Agile, and Waterfall methodologies.
- Excellent stakeholder management and communication skills.
- Strong analytical, problem-solving, and presentation capabilities.
- Proficiency in MS Office Suite (Excel, Word, PowerPoint, Visio).
- Knowledge of project management tools and reporting frameworks.
Preferred Qualifications
- Bachelor's degree in engineering, Information Technology, Computer Science, Management, or related field.
- MBA, PMP, PRINCE2, CBAP, or equivalent certifications would be advantageous.
- Experience working with Government, Public Sector, Smart City, Digital India, or large-scale transformation initiatives preferred.
