Position Summary

The Justice Sector Assistance Project (JSAP) supports the Palestinian Authority's justice and security institutions to investigate and prosecute money laundering, terrorism financing, and cybercrime. Success depends on a strong working relationship with the Palestinian Civil Police (PCP) and the Security Forces Justice Commission (SFJC). The PCP Investigations Specialist leads this relationship for JSAP. The Specialist turns program objectives into practical support that improves how PCP and SFJC investigators build cases, handle evidence, and work with prosecutors.

Responsibilities

  • Lead JSAP's engagement with the PCP and the SFJC, maintaining the working relationships needed to plan and deliver program activities with police counterparts.
  • Assess PCP and SFJC investigative practice and identify the practical gaps in investigating money laundering, terrorism financing, cybercrime, and related financial crimes.
  • Guide the PCP in developing and adopting procedures for investigating AML/CFT and cybercrime cases, including the review of records from banks and other financial institutions.
  • Guide the development of PCP procedures for collecting, preserving, and transferring digital evidence, including standards for evidence handling and storage.
  • Coordinate the joint working group of prosecutors, the SFJC, and police units, supporting joint investigations and information-sharing.
  • Plan and help deliver training and mentoring for PCP and SFJC investigators on investigative techniques, digital evidence, and financial-record analysis, in coordination with the AML/CFT Specialist.
  • Track the progress and results of the police-facing work and contribute to JSAP's regular program reporting.
  • Perform other related duties as assigned by the Chief of Team.

Qualifications

  • Bachelor's degree in law, criminal justice, criminology, police science, or a related field.
  • At least seven (7) years of experience in law enforcement or criminal investigations, including work on financial crime, AML/CFT, cybercrime, or digital evidence.
  • Police academy or equivalent law enforcement training is an advantage.
  • Experience training or mentoring investigators, and experience with internationally funded programs, is an advantage.
  • Fluency in Arabic and working proficiency in English are required.
  • Professionalism: solid command of criminal investigation methods, financial-crime casework, and digital evidence.
  • Relationship-Building: earns the trust of police and justice counterparts and works effectively inside a hierarchical institution.
  • Communication: explains standards and procedures clearly to counterparts and reports crisply to management.
  • Organization: manages multiple activities and deadlines, including regular field travel.
  • Judgment: discreet handling of sensitive case information.

Work Environment

  • This position has no work or environmental factors outside of a standard office.
  • Prolonged period of sitting or standing at a desk and using a computer.
  • This position is full-time and generally follows a standard business schedule; however, extended hours may be necessary based on project needs and deadlines.
  • Duty station is Ramallah, West Bank with regular travel to JSAP pilot locations.
