Job Summary

The US Payroll Garnishments Analyst is responsible for independently managing wage garnishment processing across multiple US jurisdictions. This includes reviewing, validating, and administering garnishment orders—such as child support, tax levies, creditor garnishments, and other court or agency‑mandated deductions—with a high degree of accuracy and compliance. The role requires strong analytical skills, prioritization, detailed documentation discipline, and collaboration with internal teams and external agencies. The Analyst serves as a subject‑matter resource for escalations, assists in process enhancements, and ensures audit‑ready compliance for all garnishment-related activities.

Key Responsibilities

  • Independently review, interpret, and process garnishment orders including child support, tax levies, creditor garnishments, student loans, and administrative wage orders.
  • Ensure accurate and timely activation, modification, and termination of garnishment deductions in compliance with federal, state, and local regulations.
  • Perform detailed validations of withholding calculations and net pay impacts to prevent over‑ or under‑deductions.
  • Respond to agency inquiries, verifications, and escalations; ensure all communication is completed within regulatory timelines.
  • Analyze complex employee payroll data, identify discrepancies, and resolve issues proactively with minimal supervision.
  • Collaborate with Payroll Tax, CDCM, HRIS, Terminations, and Compliance teams to resolve jurisdiction‑specific or case‑specific issues.
  • Maintain complete and accurate documentation for all garnishment orders, adjustments, correspondence, and payment activities.
  • Monitor, prioritize, and complete tasks in assigned case queues; ensure SLA adherence and timely case turnover.
  • Assist with reconciliations of garnishment deductions, agency payments, refunds, and adjustments.
  • Support quarter‑end and year‑end reporting activities related to garnishment deductions and compliance audits.
  • Provide guidance and peer support to Associate Analysts, including training on SOPs, tools, and garnishment guidelines.
  • Identify process gaps, recommend improvements, and support implementation of enhancements for accuracy and efficiency.
  • Provide end-to-end customer support through multiple channels including Chat, Email, and Inbound/Outbound Calls, ensuring timely, accurate, and professional resolution of client and employee inquiries.
  • Demonstrate flexibility to work in a 24/7 shift environment, including night shifts, weekends, and holidays, in alignment with business and client coverage requirements.

Qualifications


Education:

  • Bachelor's/Master's degree in Commerce, Business, Finance, HR, or related field (preferred).

Experience


  • 2–4 years of US payroll or garnishment processing experience, with exposure to multi‑state wage withholding laws.
  • Experience in a PEO, shared services, or high‑volume payroll environment is strongly preferred.

Certifications (Preferred)


  • Fundamental Payroll Certification (FPC) – APA
  • Certified Payroll Professional (CPP) – APA (optional)

Skills & Competencies


  • Strong understanding of US wage garnishment laws, including CCPA guidelines and state‑specific withholding rules.
  • Ability to accurately calculate disposable income, withholding limits, and garnishment priorities.
  • Proficiency in payroll/HRIS systems such as People Soft, Workday, SAP, or similar platforms.
  • Strong analytical and problem‑solving skills in resolving garnishment discrepancies.
  • Excellent written and verbal communication skills for agency and stakeholder coordination.
  • High attention to detail and disciplined documentation required for audit readiness.
  • Ability to manage high‑volume workloads and meet strict deadlines in multi‑state environments.
  • Intermediate Excel skills (VLOOKUP, pivot tables, data validation, reconciliations).
