The ideal candidate is a seasoned telecom OSS delivery professional with strong experience leading large-scale OSS transformation and run programs for Tier-1 telecom operators. They will possess deep expertise across Network Fault Management, Field Service Management, and Service Order Orchestration, combined with strong program leadership, stakeholder management, and commercial acumen. Experience working with telecom operators in the GCC/KSA region and strong knowledge of TM Forum frameworks are highly desirable.
Responsibilities:
- Lead end-to-end OSS program delivery across design, build, integration, testing, go-live, and hypercare phases.
- Manage OSS transformation and run programs covering Fault Management, Field Service Management, and Service Order Orchestration.
- Drive program governance, delivery milestones, RAID management, quality assurance, and executive reporting.
- Lead cross-functional delivery teams including architects, consultants, engineers, testing teams, and partners.
- Oversee implementation and integration of OSS platforms across FM, FSM, and SOO ecosystems.
- Ensure alignment with TM Forum standards including eTOM, SID, TAM, and Open APIs.
- Manage stakeholder relationships across client CIO, CTO, OSS, and PMO functions.
- Drive delivery performance against SLAs, KPIs, budgets, timelines, and contractual commitments.
- Manage change requests, scope control, commercial governance, and escalation management.
- Support automation, cloud-native delivery, API-first architecture, and DevOps-led OSS transformation initiatives.
Requirements:
- 15+ years of telecom OSS/IT experience with at least 7 years in delivery or program management roles.
- Proven experience delivering OSS transformation or modernisation programs for Tier-1 telecom operators.
- Strong understanding of TM Forum frameworks: eTOM, SID, TAM, and Open APIs.
- Experience with leading OSS vendors/platforms such as IBM Netcool, ServiceNow, Salesforce FSM, Oracle FSM, Amdocs, Netcracker, Ericsson, Comarch, ONAP, or equivalent.
- Strong understanding of telecom network domains including Mobile, Core, IP/MPLS, Optical, FTTx, and cloud-native environments.
- Familiarity with OSS integration technologies including REST APIs, Kafka, JMS, NETCONF/YANG, SNMP, and telemetry frameworks.
- Experience working with telecom operators in GCC/KSA is highly preferred.
- Bachelor's degree in Telecommunications, Engineering, Computer Science, or related discipline. Relevant certifications (PMP, Prince2, SAFe, ITIL, TOGAF, TM Forum) are advantageous.
