Position: Operations Manager / SPV Head
Job Overview
The Business Head will provide strategic, operational, and leadership direction to the Joint Venture established for City Bus Depot Management. The Business Head will be responsible for end-to-end performance of depot operations, financial sustainability, regulatory compliance, service quality, stakeholder management, and long-term growth in alignment with urban transport authority objectives and JV partner expectations.
Key Responsibilities
- Strategic Leadership & Governance
- Define and execute the overall vision, mission, and long-term strategy of the JV.
- Translate JV agreements into executable business and operational plans.
- Present strategic plans, budgets, and performance reports to the Board.
- Ensure strong corporate governance, transparency, and ethical conduct.
- Balance public service obligations with commercial viability
Fleet & Depot Operations
- Depot Management: Manage the setup and ongoing maintenance of EV bus service depots.
- Fleet Optimization: Develop and implement operational strategies to optimize fleet utilization and performance.
- Technical Monitoring: Operate and monitor the Integrated Supervisory Control System to track fleet metrics and ensure seamless service delivery.
Operational Excellence & Maintenance
- Continuous Improvement: specifically focusing on breakdown analysis, daily maintenance work, and asset health.
- Safety Protocol: Thoroughly investigate accidents and implement preventive measures to minimize future incidents.
Financial Management & Commercial Oversight
- Own the P&L of the Joint Venture.
- Prepare and control annual budgets, capex plans, and cash flow forecasts.
- Ensure cost optimization while maintaining service quality and safety.
- Oversee billing, revenue realization, contract compliance, and audits.
- Evaluate new revenue streams such as commercial utilization of depot assets.
- Stakeholder & People Management
- Stakeholder Relations: Act as the primary liaison for both internal and external stakeholders. This includes managing government/client relations, as well as overseeing bill settlements and financial reconciliations.
- Cross-Functional Collaboration: Liaise effectively with various internal teams to ensure operational goals are met.

- Fleet availability and uptime.
- Cost per bus per day.
- Safety metrics and accident rates.
- Compliance score

- EBITDA and cash flow targets
- Stakeholder satisfaction
Education & Experience
- Graduate degree in Engineering, Management, Transport, or related field (Post-graduation preferred).
- 15+ years of experience in transport, infrastructure, logistics, utilities, or large operations-led organisations.
- Minimum 57 years in a senior leadership or Business Head role.
- Proven experience managing large workforces and unionised environments.
- Experience working with government bodies or PPP/JV structures is highly desirable.
