Job Description

Position: National Project Coordinator – Elderly Inclusion & Empowerment

Location: New Delhi

Reporting To: Mission Head – Livelihood & Resilience, HelpAge India

Project Duration: 3 Years (annual contract, renewable based on performance and availability of funds)

BACKGROUND

HelpAge India, in partnership with DAY-NRLM, is implementing a three-year multi-state pilot to integrate elderly care, active ageing, and community-based caregiving within the Food, Nutrition, Health and WASH (FNHW) framework. The initiative aims to develop scalable models for elderly inclusion through the SHG institutional architecture and strengthen their integration into government systems. To provide strategic and technical support for programme implementation, HelpAge India is seeking a National Manager – Elderly Inclusion & Empowerment (NRLM) at the national level.

The role will lead programme coordination, technical and operational support under the MoU with DAY–NRLM, assist the Mission Head – Livelihood & Resilience in delivery and monitoring across states, and guide state anchors to institutionalise elderly inclusion within NRLM systems.

KEY RESPONSIBILITIES

1. Programme Coordination and Implementation

  • Support MoU operationalisation and coordinate implementation across pilot states in line with timelines and deliverables.
  • Contribute to operational plans, state action plans, and rollout of elderly inclusion within SHG–VO–CLF and FNHW systems.
  • Ensure coordination with internal thematic teams for integrated implementation.

2. Coordination with NRLM and SRLMs

  • Serve as the national focal point between HelpAge India and DAY–NRLM.
  • Coordinate with SRLMs, FNHW units, and district teams, and facilitate convergence with relevant departments.
  • Participate in review meetings and planning processes at national and state levels.

3. Technical Support and Capacity Building

  • Support development of guidelines, training materials, SOPs, and monitoring frameworks.
  • Lead ToTs and capacity-building for SRLM teams, community cadres, and caregivers.
  • Provide technical guidance to state anchors and support documentation of best practices and learning.

4. Monitoring, Review, and Reporting

  • Track progress against deliverables, indicators, and timelines.
  • Strengthen monitoring systems, conduct field visits, and review state reports for course correction.
  • Support evaluations and documentation of programme outcomes and impact.

5. Team Management and State Support

  • Supervise and mentor state anchors, ensuring consistency with contextual flexibility.
  • Facilitate cross-state learning, exposure visits, and strengthen state-level systems.

6. Documentation and Knowledge Management

  • Support policy briefs, case studies, and scale-up frameworks.
  • Contribute to knowledge products and maintain programme documentation and reporting.

Requirements

QUALIFICATIONS, COMPENTENCIES AND EXPERIENCE

  • Master's degree in Social Work, Rural Development, Public Health, Development Studies or related disciplines.
  • Minimum 8–10 years of relevant experience in rural development, livelihoods, public health, social protection or community institution strengthening programmes.
  • Prior experience of working with NRLM/SRLM systems, SHG platforms or large-scale government programmes will be highly preferred.
  • Experience in programme management, multi-state coordination and stakeholder engagement.
  • Understanding of elderly inclusion, community-based care systems, social protection or care economy frameworks will be an added advantage.
  • Experience in training, capacity building and operational monitoring systems.
  • Strong communication, coordination and documentation skills.
  • Willingness to travel extensively across pilot states.
  • Strong programme management and coordination skills.
  • Ability to work with government systems and multi-stakeholder platforms.
  • Strategic thinking with strong operational orientation.
  • Team mentoring and capacity-building abilities.
  • Strong analytical, reporting and documentation skills.
  • Ability to manage multi-state implementation processes.
  • Good interpersonal and relationship management skills.
