Role Summary
The MSME and MSME Scheme Implementation Expert will be responsible for identifying MSME needs, guiding entrepreneurs on Central and State government schemes, facilitating linkages, and ensuring smooth implementation of incentives across finance, technology, skills, marketing, infrastructure, and quality interventions.
Key Responsibilities
1. Scheme Awareness & Guidance
Provide MSMEs with end‑to‑end information on schemes related to:
- Finance (Credit, CGTMSE, Interest subsidies)
- Technology upgradation (ZED, Lean, cluster development)
- Marketing and Export support
- Skill development, EDP training
- Infrastructure (industrial estates, plug‑and‑play facilities)
- Quality improvement (testing, certifications)
2. Enterprise Diagnostics & Handholding
- Conduct need assessment surveys for MSMEs.
- Prepare enterprise‑specific action plans for accessing schemes.
- Support MSMEs in completing required documentation.
3. Institutional Coordination and Capacity Building
- Liaise with Banks, DICs, SIDBI, KVIC, NSIC, District and State Government agencies, Testing labs, Technology centres, Industry associations & cluster groups
- Ensure MSMEs / Associations get regular access to institutional programmes.
- Facilitate awareness programmes, and scheme‑specific workshops along with institutions.
4. Infrastructure & Logistics Facilitation
- Guide MSMEs on Common Facility Centres (CFC), Industrial parks policies of central and state Govt, Warehouse and logistics schemes, Transport subsidy programmes etc
- Facilitate linkages to logistics and supply chain service providers.
5. Monitoring of Scheme Uptake
- Maintain MIS for applications submitted, sanctioned and benefits received by MSMEs.
- Highlight bottlenecks and suggest policy improvements.
7. Reporting & Documentation
- Prepare monthly analytical and progress report
- Share best practices and success cases.
C. Qualifications & Experience
- Master's degree in Management, Economics, Social Sciences, or equivalent.
- Minimum 10 years experience in MSME development, government scheme implementation, or enterprise promotion programmes.
- Sound understanding of Central/State MSME policies and institutional architecture.
D. Skills Required
- Deep knowledge of MSME schemes and policy framework
- Strong coordination and stakeholder management
- Practical understanding of finance, credit processes, and subsidies
- Data analysis & reporting capability
- Excellent field engagement and communication skills.
