Job Description

MSME Capacity Building Expert

Required experience in enterprise development, MSME capacity building, training management, and skill enhancement programmes

A. Role Summary

The MSME Capacity Building Expert will be responsible for planning, supervising, and ensuring highquality delivery of capacity building programmes implemented by various agencies for entrepreneurs, artisans, MSME workmen, SHG groups, and microenterprises across multiple sectors such as textiles, engineering, chemicals, food processing, handicrafts, apparel etc

The expert will ensure that training programmes are demanddriven, technically relevant, skillenhancing, and lead to measurable improvement in productivity, quality, and competitiveness of MSMEs.

B. Key Responsibilities

1. Training Planning & Coordination

  • Assess training needs across sectors and clusters in consultation with MSMEs, industry associations, DICs, and implementing agencies.
  • Design annual capacity building plans aligned to programme objectives.
  • Coordinate with training partners, technical institutions, and industry experts for quality programme delivery.

2. Oversight of Implementing Agencies (IAs)

  • Supervise training delivery by multiple implementing agencies.
  • Ensure adherence to approved curriculum, training hours, learning objectives, and sectorspecific modules.
  • Monitor trainee attendance, trainer quality, facilities, and handson sessions.

3. Quality Assurance & Standardization

  • Develop Standard operating procedures (SOPs) for training management.
  • Standardize training content, modules, evaluation tools, and certification processes.
  • Ensure sectorspecific technical training and practical relevance of content.

4. Skill Enhancement & Practical Learning

  • Promote exposure visits, and practical handson sessions.
  • Incorporate modules on digital tools, safety, quality, productivity, and energy efficiency.

5. Stakeholder Engagement

  • Coordinate with industry bodies, MSME associations, technical institutes, and government departments.
  • Facilitate industrial clusterlevel initiatives for joint training, productivity enhancement, and process improvement.

6. Monitoring, Evaluation & Reporting

  • Develop and administer pre and postassessment tools.
  • Track training outcomes, skill improvements, and enterpriselevel changes.
  • Maintain MIS covering batch details, sectorwise reach, outcomes, and feedback.
  • Prepare monthly and quarterly performance reports.

7. Impact Assessment

  • Measure improvement in worker skills, productivity, quality levels, reduction in wastage, and adoption of improved processes.
  • Document success stories, case studies, and best practices emerging from training programmes.

8. Strengthening Training Ecosystem

  • Identify capable training agencies/institutions for onboarding.
  • Recommend improvements in delivery models, curriculum upgrades, and technology adoption.
  • Build a strong pipeline of capacity-building initiatives for MSMEs.

C. Qualifications & Experience

  • Master's degree in Management, Social Sciences, Industrial Engineering, Development Studies, or related fields.
  • Minimum 10 years experience in MSME capacity building, entrepreneurship development, skill training, cluster development, or livelihood training programmes.
  • Experience working with Government training schemes, DICs, industry associations, or donorfunded projects preferred.

D. Skills Required

  • Strong training programme management and oversight capability
  • Understanding of MSME sectors and skill needs
  • Experience with assessment tools, training quality audits, and M&E frameworks
  • Excellent coordination, facilitation, and communication skills
  • Data-driven approach with strong reporting and documentation skills
