Key responsibilities
1. Strategic Leadership & MEL Governance:
Provide overall leadership to the Monitoring, Evaluation and Learning (MEL) function at the national level and across all Government Partnership states
Lead the design, execution and strategic use of evaluations for key Magic Bus programmes.
Ensure MEL systems inform organizational learning, decision-making and programme improvement.
2. MEL Systems, Frameworks & Innovation:
Develop, roll out and strengthen rigorous and innovative MEL frameworks, tools and systems.
Map state-specific MEL requirements and ensure customised reporting and system design aligned with government contexts.
Ensure standardisation, quality and comparability of MEL practices across states while allowing contextual flexibility.
3. Data Systems, MIS & Analytics:
Oversee technology-enabled MIS platforms and ensure data quality, integrity and governance.
Ensure timely analysis, synthesis and feedback of data at programme, state and national levels.
Enable evidence-based decision-making through dashboards, reports and analytical outputs.
4. Operations & Resource Management:
Guide, mentor and build the capacity of MEL staff across all Government Partnership states.
Track MEL deliverables and ensure timely completion of tasks and milestones.
Manage MEL budgets and ensure efficient and justified use of resources.
5. Partnerships, Knowledge & Organizational Support:
Manage MEL-related projects and partnerships with internal teams, government stakeholders, donors and external agencies.
Develop and facilitate concept notes, learning papers and analytical documents for internal and external audiences.
Desired Competencies
A background in psychometrics, statistics, demography or social sciences with at least 10 to 12 years experience in MEL, with a strong and demonstrated expertise in complex evaluations.
Substantial experience in life skill and education sector
Very good knowledge and skills on life skill curriculums and measurements
Proven ability in conducting and facilitating quantitative and qualitative analysis
Qualification & Work experience
Post-graduation in psychometrics, statistics, demography or in any social science from reputed institution / university
8 to 10 years experience in MEL, with a strong and demonstrated interest in evaluations, with minimum 05 years in planning, managing MEL
Firsthand experience of managing MEL team
Demonstrated experience in performance measurement, indicator selection and monitoring, and data collection/analysis
Database management experience
