Job Purpose
The Managing Director – India will lead and establish the Group's overseas recruitment operations in India, ensuring the development of a scalable, compliant, and high-performing manpower supply channel to support all subsidiaries across Facilities Management, Construction, Oil & Gas, ICT, and other sectors.
The role will be responsible for building strategic partnerships, ensuring regulatory compliance, optimizing recruitment delivery, and driving operational excellence in alignment with Group objectives.
Key Responsibilities
1. Strategic Leadership
- lead the India recruitment entity (JV / branch / partnership model).
- Develop and execute the country-level recruitment strategy aligned with Group manpower demands.
- Drive long-term growth, market positioning, and operational scalability.
2. Business Development & Partnerships
- Identify and build strategic partnerships with licensed Indian recruitment agencies.
- Lead negotiations for JV agreements or service-level partnerships.
- Expand sourcing channels across multiple regions in India.
3. Operations Management
- Oversee end-to-end recruitment lifecycle:
- Sourcing, screening, and selection
- Trade testing and assessment
- Mobilization and deployment to KSA
- Ensure delivery against SLAs (time-to-fill, quality, retention).
- Manage high-volume recruitment campaigns across sectors.
4. Compliance & Legal
- Ensure full compliance with Indian overseas recruitment laws and licensing requirements.
- Liaise with government authorities (e.g., Ministry of External Affairs / Protector of Emigrants).
- Maintain ethical recruitment practices (no worker exploitation, transparency in fees).
5. Stakeholder Management
- Act as the primary point of contact between India operations and Group HQ in KSA.
- Provide regular updates, reports, and dashboards to Group leadership.
6. Financial & Performance Management
- Develop and manage budgets, cost optimization strategies, and ROI targets.
- Monitor agency performance and recruitment costs.
- Ensure profitability and sustainability of operations.
7. Team Leadership
- Build and lead a high-performing recruitment team in India.
- Set KPIs, performance metrics, and training programs.
- Foster a culture of accountability, quality, and speed.

Qualifications & Experience
- Bachelor's degree in Business Administration, HR, or related field (MBA preferred).
- Minimum 12–15 years of experience in overseas recruitment.
- At least 5+ years in a senior leadership role managing India operations.
- Strong experience in recruiting for GCC / Saudi Arabia markets.
- Proven track record in high-volume hiring (Construction, FM, Oil & Gas, etc.).
- Experience in setting up recruitment entities or JVs is highly preferred.
