We are seeking a strategic and people-centric Manager, Talent Management to design, implement, and continuously enhance the Company's end-to-end talent management framework across the employee lifecycle—from attraction to retirement. This role will lead key initiatives in talent acquisition, employer branding, onboarding, succession planning, career development, workforce planning, and talent analytics.

Here's How You Will Add Value:

Talent Strategy & Workforce Planning

  • Collaborate with business leaders and hiring managers to understand talent requirements, functional mandates, roles and responsibilities (job description updates), headcount forecasting and critical talent assessments.
  • Benchmark talent practices and salary benchmarks against industry and market to support talent hiring decisions.
  • Use data and analytics to improve hiring metrics (e.g. time-to-fill, quality of hire, cost-per-hire)
  • Oversee the full cycle recruitment process, including job postings, candidate sourcing, screening, interviews, selection, offer negotiation and onboarding coordination.
  • Implement strong sourcing techniques, including digital sourcing, social recruiting, referrals, and partnerships.
  • Ensure recruitment policies, workflows, processes and systems are compliant, efficient and equitable.
  • Ensure positive candidate experience at every stage of the attract to retire journey.
  • Manage relationships with external recruitment agencies, headhunters, job boards and universities.

Employer Branding & Talent Attraction

  • Collaborate with Branding and Marketing as well as Corporate Communications teams to strengthen the Company's employer value proposition (EVP).
  • Lead employer branding initiatives across digital platforms, universities, professional networks, and industry events.
  • Build relationships with recruitment partners, universities, and professional associations.

Employee Onboarding, Integration & Offboarding

  • Collaborate with Learning and Engagement to design and manage a structured onboarding framework for successful integration of new employees into the Company.
  • Oversee the employee offboarding process to ensure smooth transitions and compliance statutory policies.
  • Conduct exit interviews, oversee clearance procedures, and ensure effective knowledge transfer processes are in place.
  • Ensure a positive offboarding experience that supports employer branding.

Governance and Compliance

  • Ensure compliance with Malaysian employment legislation and regulatory requirements.
  • Support internal and external audits relating to talent management practices.
  • Maintain talent management policies and procedures, and governance documents.
  • Ensure compliance with Bursa and corporate governance expectations where relevant.

Team Development

  • Able to coach team members and supervise work quality
  • Able to demonstrate strong team player attributes and role model CTOS values and behaviours
  • Able to position Human Resources as a valued partner across the organization

What you'll need to succeed:

Qualifications

  • Bachelor's degree in Human Resources Management, Organization Development or a relevant discipline
  • Professional certification in Human Resources (SHRM-SCP, SHRM-CP, ATD, CIPD) is preferred

Work Experience

  • 8+ years of progressive Human Resources experience in Talent Management, Organization Development or Human Resources Business Partnering roles.
  • Experience in a listed company, technology, digital services, or data analytics environment preferred.

Knowledge, Skills & Experience

  • Strong knowledge and experience in managing end-to-end recruitment and manpower planning
  • Strong knowledge of sourcing techniques, recruitment metrics and technology (ATS, LinkedIn Recruiter, etc.)
  • Experience in employer branding initiatives, diversity hiring and recruitment marketing
  • Excellent stakeholder management, consulting, interpersonal and communication skills
  • Able to multitask and work well under pressure, managing competing priorities and stakeholder requirements.
  • Has a high level of professionalism, discretion, and integrity
