This is a technical Pre-Tendering, Costing & Estimation role strictly for Civil/Mechanical Engineers with hands-on Oil & Gas pipeline tendering experience. This is not a generic Business Development, Marketing, or Sales role. Candidates without direct, verifiable experience in Oil & Gas pipeline/cavern/tunnel tender costing and estimation will not be shortlisted, and applications outside this scope will not be considered. Eligibility Criteria:

- Education: B.E. / B.Tech in Civil or Mechanical Engineering (Mandatory). M.Tech (Preferred).

- Experience: 5 to 15 Years, specifically in Oil & Gas Costing & Estimation. This is a mandatory requirement.

- Background: Must have direct, hands-on experience in Oil & Gas Pipeline, Cavern (NATM/TBM), or Tunnel tender costing and estimation. General civil/mechanical estimation experience without Oil & Gas exposure will not be considered.

- Documentation: Candidates must be able to produce original mark sheets and certificates (10th, 12th, Graduation, Post-Graduation) and relevant experience proof at the time of interview.

About the Role:

Dilip Buildcon Limited is hiring for its Oil & Gas Pre-Tendering, Costing & Estimation team in New Delhi. This role reports directly to the Vice President and carries ownership of technical and commercial proposal preparation for Oil & Gas Pipelines, Caverns, Tunnels, and related Civil Infrastructure.

Key Responsibilities:

1. Civil Cost & Quantity Estimation, preparation of Technical and Commercial proposals for Oil & Gas Pipelines, Caverns, Tunnels, and Civil Infrastructure.

2. Mode of Tenders: EPC, BOQ and PPP Tenders.

3. Type of Work: Natural Gas Pipeline, LPG, ATF, SPR (Strategic Petroleum Reserve).

4. Rate analysis and presentation of technical and commercial proposals.

5. Coordination with vendors, suppliers and sub-contractors for arranging quotations.

6. Study and finalization of quantities and designs in coordination with design consultants.

7. Conducting site surveys and preparing site survey reports.

8. Study, analysis and recommendation of target winning price based on competition and market environment.

Relevant Experience Required:

Oil & Gas Costing & Estimation experience is mandatory. Cavern and Tunnel (NATM/TBM) experience, and Pipeline project experience.

Key Skills and Proficiency Required:

Bidding Strategy, Tender Finalization, Rate Analysis & Cash Flow, strong hands-on command of MS Excel, Word, PowerPoint, ability to work in a team, good communication skills.

GAIL, EIL, PNGRB, IOCL, HPCL, BPCL, NPCIL
