Job Description

Position Title: Manager – MSP/VMS Partnerships & Bid Management

Role Summary

The Manager – MSP/VMS Partnerships & Bid Management will be responsible for driving business growth through MSPs, VMS programs, healthcare staffing partnerships, government staffing opportunities, direct client contracts, and strategic vendor relationships

.The ideal candidate will have a proven track record in acquiring staffing contracts, managing vendor registrations, leading RFP/RFQ submissions, negotiating agreements, developing strategic partnerships, and generating scalable staffing opportunities across IT, Non-IT, Healthcare, and Government sectors

Key Responsibilities

Strategic Business Development

  • Identify, pursue, and secure new staffing opportunities through MSPs, VMS programs, direct clients, healthcare networks, government agencies, and strategic vendor partnerships.
  • Build and maintain a strong pipeline of recurring staffing requirements and business opportunities.
  • Develop long-term growth strategies to expand staffing partnerships and revenue channels.

MSP/VMS & Vendor Management

  • Manage end-to-end vendor registration, onboarding, qualification, and approval processes.
  • Build and maintain relationships with MSP program managers, procurement teams, vendor management groups, healthcare systems, and government agencies.
  • Monitor contract renewals, compliance requirements, and vendor performance across staffing programs.

Bid Management & Proposal Development

  • Identify and manage RFPs, RFQs, staffing bids, and procurement opportunities.
  • Lead proposal development, review, submission, and follow-up activities within established timelines.
  • Coordinate with internal stakeholders to ensure accurate, compliant, and competitive responses.
  • Maintain reporting on active opportunities, submissions, contract awards, and pipeline status.

Healthcare & Government Staffing Growth

  • Expand partnerships with healthcare systems, hospitals, healthcare MSPs, and workforce programs.
  • Identify and pursue Federal, State, and Local Government staffing opportunities.
  • Manage qualification processes, compliance requirements, and staffing program participation.

Contract Negotiation & Compliance

  • Review and negotiate staffing agreements, rate cards, MSAs, SOWs, NDAs, vendor contracts, and partnership agreements.
  • Ensure all submissions and contracts comply with legal, operational, credentialing, and staffing requirements.
  • Collaborate with recruiting, operations, compliance, finance, and leadership teams to support successful program execution.

Leadership & Revenue Ownership

  • Drive measurable business growth through strategic partnerships and contract acquisitions.
  • Provide leadership and direction for MSP/VMS, healthcare, and government staffing initiatives.
  • Partner with executive leadership to execute expansion strategies and strengthen market presence.

Required Qualifications

  • 10+ years of experience in US Staffing with strong expertise in MSP/VMS partnerships, business development, strategic staffing programs, or bid management.
  • Proven success in acquiring staffing contracts and generating active staffing requirements.

  • Excellent communication, proposal writing, negotiation, and stakeholder management skills.
  • Ability to independently manage multiple opportunities, deadlines, and strategic initiatives.

Preferred Qualifications

  • Established relationships with MSP providers, healthcare systems, procurement teams, enterprise vendors, or government agencies.
  • Experience handling enterprise staffing agreements and strategic vendor partnerships.
  • Knowledge of healthcare credentialing and workforce compliance requirements.
  • Experience scaling MSP/VMS channels and driving sustainable staffing revenue growth.
