Job Description

About the Role:

We are looking for an experienced Manager – Management Consulting (Commercial) to support the implementation of a consultancy assignment with Meghalaya Energy Corporation Limited (MeECL) and Meghalaya Power Distribution Corporation Limited (MePDCL).

The role involves driving commercial excellence initiatives across the distribution utility by improving billing efficiency, collection performance, customer analytics, commercial processes, and operational performance monitoring. The selected candidate will work closely with utility officials, project teams, and stakeholders to implement commercial reforms and enhance the financial and operational performance of the DISCOM.

Detailed expectations from the role:

The Manager shall be responsible for providing strategic and operational consulting support on

commercial functions of the Distribution Utility. Key responsibilities include:

Commercial Performance Monitoring

  • Support MeECL and MePDCL in day-to-day commercial operations.
  • Review and monitor commercial performance against key utility performance indicators
  • including:
  • AT&C Loss
  • ACS-ARR Gap
  • Billing Efficiency
  • Collection Efficiency
  • Identify improvement opportunities and recommend corrective measures.
  • Monitoring of Smart metering installation and Data analysis through HES & MDM

Billing Improvement

  • Develop strategies to improve billing efficiency and billing quality.
  • Analyse of meter data, Both Conventional and Smart meters through HES and MDM to identify:
  • Theft-prone consumers
  • Low consumption cases
  • Unbilled consumers
  • Meter replacement requirements
  • Improve billing coverage across business units through data-driven interventions.

Collection Enhancement

  • Formulate strategies for improving collection efficiency.
  • Monitor collection under conventional as well as smart/prepaid metering ecosystems.
  • Analyse collection trends and recommend measures for improving collection coverage.

Customer Analytics

  • Conduct customer segmentation analysis to enhance billing and collection performance.
  • Analyze:
  • Load factor
  • Billing coverage
  • Door lock/provisional billing cases
  • Arrear management
  • Payment behavior
  • Recommend targeted interventions for improving commercial performance.

Commercial Process Improvement

  • Review existing commercial procedures and recommend process improvements aligned with
  • industry best practices.
  • Support implementation of technology-driven commercial initiatives.

MIS & Reporting

  • Prepare, validate and review:
  • MIS reports
  • Progress reports
  • Dashboards
  • Presentations
  • Monthly and periodic submissions
  • Ensure accuracy and consistency of project documentation.

Stakeholder Coordination

  • Coordinate with DISCOM officials, contractors and internal consulting teams.
  • Support project implementation through regular review meetings and issue resolution.
  • Prepare Minutes of Meetings (MoMs), presentations and project documentation.
  • Track action points and monitor implementation progress.
  • Additional Responsibilities
  • Support strategic initiatives aimed at improving operational and commercial performance of the utility.
  • Undertake any additional consulting assignments related to commercial improvement as
  • required under the project.

Required skill set:

  • Strong understanding of power distribution commercial operations.
  • Good knowledge of electricity distribution business processes.
  • Understanding of tariff principles, billing systems and revenue management.
  • Experience in analysing utility commercial performance indicators.
  • Strong analytical and problem-solving skills.
  • Excellent report writing and presentation skills.
  • Strong communication and stakeholder management capabilities.
  • Proficiency in MS Excel, PowerPoint and data analysis tools.
  • Ability to manage multiple assignments in a consulting environment.
  • Experience of working with utilities, government agencies or consulting firms will be preferred.

Education and Experience:

  • Degree in Electrical /Mechanical/ Electrical and electronics engineering from a recognized
  • university and/or Post-graduate qualifications in management / engineering.
  • Minimum 10 years of experience in the Power Distribution Sector.
  • Experience in commercial operations, revenue management, utility performance improvement,
  • billing, collection, customer analytics, or utility consulting is desirable.
  • Prior experience with State DISCOMs, Government Utilities or Power Sector Consulting
  • organizations will be an added advantage.

Location

  • Shillong, Meghalaya.
  • The role will involve regular interaction with utility officials and may require field visits within
  • Meghalaya based on project requirements.
