Licensing & Liaison Officer – MGL Gas Utility Projects

Organization Context

Role aligned with projects and regulatory coordination for Mahanagar Gas Limited (MGL), involving city gas distribution networks, including low-pressure and mediumpressure pipeline systems.

Job Summary

The Licensing & Liaison Officer is responsible for securing statutory approvals, coordinating with government authorities, and supporting the execution of gas pipeline infrastructure projects. The role requires strong expertise in route design, regulatory compliance, and AutoCAD-based planning, along with hands-on experience in handling approvals for low-pressure and medium-pressure gas distribution systems.

Key Responsibilities

• Manage end-to-end licensing and liaison activities for gas pipeline projects 

• Coordinate with municipal authorities, traffic police, PWD, and other government bodies for permissions and NOCs 

• Handle approvals for road cutting, trenching, and pipeline laying

• Prepare and submit documentation for statutory approvals and track progress 

• Design and review pipeline routes using AutoCAD as per project requirements 

• Ensure compliance with city gas distribution (CGD) regulations and safety standards 

• Work on low-pressure and medium-pressure gas pipeline systems including planning and execution support 

• Liaise with internal teams (engineering, project execution, safety) for smooth coordination 

• Conduct site visits for route feasibility, inspections, and authority coordination 

• Maintain records of approvals, drawings, and compliance documentation 

• Ensure adherence to project timelines and escalate delays in approvals 

Required Experience & Qualifications

• Bachelor's Degree / Diploma in Civil / Mechanical / related field 

• Minimum 6+ years of experience in: 

o Licensing & Liaison for infrastructure / utility projects 

o Gas pipeline or utility network projects (preferred) 

• Hands-on experience in: 

o Low-pressure and medium-pressure gas systems

o Route design and alignment planning

o AutoCAD drafting and design

o Handling government approvals and NOCs

• Knowledge of: 

o Road cutting permissions and utility coordination 

o Safety standards for gas pipeline installations 

Key Skills

• Strong liaison and coordination skills with authorities 

• Technical knowledge of gas distribution systems 

• Proficiency in AutoCAD and route mapping 

• Documentation and approval tracking 

• Problem-solving and field coordination 

• Good communication and reporting skills 

Preferred Profile

• Experience working on City Gas Distribution (CGD) projects

• Familiarity with Mumbai municipal processes and approvals 

• Ability to manage multiple projects and deadlines efficiently
