About The Team

The Regulatory Obligations Management team (ROT) operates as an independent compliance function within the Bank's broader Compliance Risk Management framework. The team is responsible for interpreting, creating, maintaining regulatory obligations from a comprehensive regulatory inventory, and ensuring obligations are appropriately mapped to applicable business units, risk taxonomy elements, and supporting controls.

The team partners closely with Compliance Advisory, Business Risk & Controls (BR&C), Internal Audit, and other second-line compliance stakeholders to promote consistent interpretation of regulatory requirements and to support enterprise-wide compliance governance. Through structured obligation management, the function warrants effective regulatory change management, risk identification, and sustainable compliance execution.

Impact

This position is responsible for executing and sustaining the Compliance Risk Management Program of the Bank's Regulatory Obligations Management Program. The position ensures that regulatory requirements are accurately interpreted, documented as discrete obligations, and aligned to business applicability, risk taxonomy, and control frameworks.

By providing centralized obligation oversight, this role supports proactive compliance risk identification, reduces regulatory interpretation risk, and strengthens audit and examination readiness. The role plays a critical part in enabling transparency and consistency across the compliance lifecycle to ensure the Bank is adhering to all applicable rules, regulations, and standards.

Key Deliverables

Regulatory Obligation Identification & Maintenance

  • Analyze new and existing laws, rules and regulations from our Regulatory Inventory partners to identify applicable regulatory obligations
  • Draft clear, standardized obligation statements that accurately reflect regulatory intent and supervisory expectations
  • Maintain the inventory by ensuring obligations remain current, complete, and traceable to authoritative sources.

Obligation Applicability & Risk Alignment

  • Determine business unit applicability for regulatory obligations in collaboration with Compliance Advisory partners
  • Map obligations to the enterprise risk taxonomy, including compliance risk themes and sub-risks, to support risk identification and assessment processes.
  • Support integration of obligations into related governance processes, including MIRA, risk assessments, and regulatory change management

Control Mapping & Oversight Support

  • Partner with Compliance Advisory, Business Risk and Controls, and business stakeholders to map regulatory obligations to existing controls and processes, where applicable
  • Identify potential gaps, redundancies, or inconsistencies between obligations and controls and escalate observations through appropriate governance channels

Continuous Improvement & BAU Execution

  • Contribute to the development and refinement of obligation management standards and quality control procedures.
  • Partner with Regulatory Inventory and Regulation Change Management to support new or amended regulations along with ongoing maintenance activities as part of BAU operations.
  • Participate in special projects or enhancements related to regulation obligation tools (e.g., Regology) and operating model evolution.
  • Compliance Expertise - Maintains a strong knowledge of current or changing laws, regulations, requirements, policies, and procedures that affect assigned area of the Bank. Serves as a resource to management and associates on compliance-related matters.

Functional Skills

Skills and Qualification

  • Experience and understanding, including assessment of risks and controls, a minimum of 8+ with a financial services organization.
  • Strong organization skills, attention to detail, and communication skills for collaboration, reporting, and documentation of obligations.
  • Ability to work independently or with a team, meet deadlines, and pivot as priorities shift.
  • Ability to identify and provide feedback regarding process improvements and potential risks.
  • Proficiency in Governance, Risk, Compliance Systems

Technical/Business Skills

  • Experience in Compliance, Legal, Audit, Regulatory Compliance Management Banking, or related field.
  • General knowledge of consumer and commercial banking business, as well as the relevant regulations for Large Financial Institutions (e.g., for investments/securities, lending, deposits, payments, banking operations, foreign exchange, payments and channels, and data privacy)
  • Experience in creating obligation requirements from laws, rules and regulations within the banking industry.
  • Experience of working in one of the three lines of defense within a financial services organization.
  • Great organizational skills plus strong analytical and problem-solving skills

Relationships & Collaboration

  • Ability to build and maintain strong working relationships with business partners through strong communication and a proactive approach to problem solving and identifying risks.
