Overview

The Software Asset Manager is responsible for establishing, governing, and operating a mature Software Asset Management (SAM) practice across the enterprise. This role defines the SAM strategy, policies, and operating model, ensures effective use of ServiceNow Software Asset Management (SAM), and partners with technical delivery teams to drive compliance, cost optimization, and risk reduction across on‑prem, endpoint, and SaaS software portfolios.

The role is accountable for what the SAM practice delivers and how it operates, while partnering with platform and engineering teams who are responsible for the technical implementation and configuration of SAM tooling.

Responsibilities

  • Software Asset Management Strategy & Governance
    • Define and own the enterprise Software Asset Management strategy, roadmap, and maturity model.
    • Establish SAM policies, standards, and lifecycle processes covering request, procurement, deployment, usage, reclamation, renewal, and retirement.
    • Define roles, responsibilities, and RACI across IT, Procurement, Finance, Legal, and Audit as they relate to software assets.
    • Ensure alignment of SAM practices with ITIL, ITSM, ITAM, Security, and financial governance standards.
  • ServiceNow SAM Practice Ownership
    • Act as the practice owner and subject‑matter expert for ServiceNow Software Asset Management (SAM), working in close partnership with ServiceNow platform and engineering teams.Define functional requirements, data expectations, and outcomes for ServiceNow SAM capabilities, including license compliance, normalization, and reporting.. Validate that integrations from endpoint, infrastructure, and SaaS discovery tools meet SAM operational needs.. Own SAM process design and ensure tools are used consistently and effectively by IT and business stakeholders.
  • License Compliance, Risk, and Audit Readiness
    • Own the ongoing software license compliance posture for major publishers and SaaS vendors.
    • Lead internal compliance reviews and coordinate responses to vendor audits in partnership with Legal, Procurement, and Finance.
    • Interpret license agreements and usage rights to identify compliance gaps, financial exposure, and contractual risk.
    • Drive remediation plans for non‑compliance and control weaknesses.
  • Cost Optimization & Value Realization
    • Identify opportunities to reduce software spend through license optimization, reclamation, rationalization, and improved demand management.
    • Partner with Procurement and Finance to support renewals, true‑ups, and budgeting with accurate consumption insights.
    • Provide actionable reporting on software utilization, waste, and savings opportunities.
    • Track and communicate realized and potential cost savings to leadership.
  • SaaS & Endpoint Software Oversight
    • Govern SaaS onboarding, subscription management, and user lifecycle practices in partnership with Security and Application Owners.
    • Leverage SaaS management tools to identify unused subscriptions, orphaned accounts, and shadow IT.
    • Oversight of endpoint software usage and compliance through data provided by tools such as Intune and Ivanti.
    • Ensure usage data is incorporated into SAM decision‑making without directly owning endpoint tooling.
  • Cross‑Functional Partnership & Enablement
    • Serve as the primary SAM liaison to IT End User Services, Infrastructure, Application teams, Procurement, Finance, Legal, and Audit.
    • Educate stakeholders on SAM processes, licensing concepts, and their responsibilities within the software lifecycle.
    • Enable Service Desk and request fulfillment teams with clear guidance and operating procedures related to software assets.
    • Act as escalation point for complex license interpretation and SAM‑related business decisions.
  • Reporting, Metrics & Continuous Improvement
    • Define KPIs and operational metrics to measure SAM effectiveness, maturity, compliance, and financial impact.
    • Review and validate dashboards and reports produced through ServiceNow SAM and related systems.
    • Drive continuous improvement initiatives to strengthen data quality, controls, and operational efficiency.
    • Stay current on licensing model changes, SaaS consumption trends, and industry best practices.

Qualifications

  • Associate or bachelor's degree in Information Systems, Business, Finance, or a related discipline, or equivalent professional experience.
  • 4-6+ years of experience in Software Asset Management, IT Asset Management, IT Service Management, or related operational roles.
  • Proven experience establishing or maturing a SAM practice in a complex enterprise environment.
  • Hands‑on experience working with an enterprise SAM tool ServiceNow SAM experience strongly preferred.
  • Experience supporting license audits, renewals, and enterprise vendor negotiations.
  • ITIL Foundations preferred SAM‑specific certifications (e.g., IAITAM, ISO 19770) are a plus.
