Role:

Dar Al-Handasah is seeking a mid-level Intelligent Transportation Systems (ITS) Engineer to join our Digital Solutions team. The successful candidate will support and lead elements of strategic and detailed design assignments for ITS and traffic signal projects across the Middle East and Africa.

The candidate will work on major roads, urban corridors, and smart mobility projects for key clients (including transport authorities, municipalities, and major developers), contributing to the full project lifecycle from concept through detailed design and implementation support. Strong experience in BIM-based and/or AutoCAD-based ITS and traffic signal design is essential, along with familiarity with UAE and Gulf-region standards.

Key Responsibilities

Pre-Engagement and Delivery Strategy

  • Support pre-engagement discovery and strategic planning sessions, ensuring proposed solutions alignment with client requirements.
  • Contribute to the definition of ITS service frameworks and delivery methodology.
  • Work with the Pursuit Manager and support the pursuits team with any required input, meeting or Client presentation.

ITS Strategy

  • Contribute to the development of ITS strategies and traffic management concepts for smart city, inter-urban, and corridor schemes.
  • Support feasibility and use case studies and multicriteria option assessments for ITS deployments and signalization upgrades.
  • Prepare inputs for technical notes, concept reports, and business case documentation aligned with UAE and regional mobility strategies.

ITS & Traffic Signal Design Delivery

  • Develop concept, preliminary, and detailed designs for ITS systems including (as applicable):
  • CCTV, VMS, detectors, ANPR, travel time systems, weather/visibility sensors, and related roadside equipment.
  • Communications networks and integration with control centres and central ITS platforms.
  • Prepare traffic signal designs including:
  • Signal layouts, staging, phasing, intergreens, controller configurations, and timing concepts.
  • Junction improvements and facilities for pedestrians, cyclists, and public transport priority.
  • Produce high-quality AutoCAD drawings such as:
  • ITS and traffic signal layout plans, ducting and cabling layouts, controller locations, and equipment siting.
  • Knowledge of associated road markings and traffic signs related to ITS and signal schemes.
  • Coordination with civil, structural, utilities, and streetscape teams to ensure ITS ducting is in full compliance.

Standards, Documentation & Technical Quality

  • Apply UAE, GCC, and international standards and guidelines for traffic signal and ITS design, in line with Dar's internal procedures.
  • Prepare and review design criteria, reports, drawings, calculations, and design briefs for internal checks and client submissions.
  • Develop technical specifications and input to bills of quantities and tender/contract documentation.
  • Ensure accurate documentation, revision control, and adherence to Dar's quality management systems.

Innovation, Safety & Continuous Improvement

  • Show interest in emerging ITS technologies to push the boundaries of our clients current status quo
  • Collaborate with our Smart Cities team and recommend smart mobility innovations for inclusion in our submissions
  • Integrate best practices in road safety, operational efficiency, and user experience within ITS and signal designs.
  • Support the adoption of new technologies and approaches, such as integrated corridor management, connected vehicle systems, autonomous vehicle technologies, and AI data-driven traffic management.
  • Assist in continuous improvement of internal tools, templates, and standards for ITS and traffic signal design, particularly within AutoCAD and Revit.

Required Certifications & Credentials

  • Bachelor's degree in Civil Engineering, Transportation Engineering, Electrical/Systems Engineering, or a related discipline.
  • Typically, 36 years of relevant professional experience, with a clear focus on ITS and/or traffic signal engineering.
  • Demonstrated experience delivering both:
  • Strategic or planning-based ITS / traffic management work; and
  • Detailed design of ITS and traffic signal schemes using AutoCAD and/or Revit.
  • Proficiency in AutoCAD and/or Revit for producing detailed, coordinated ITS and traffic signal drawings suitable for authority submission and construction.
  • Experience with GCC design standards, guidelines, and procedures for traffic signals and ITS (e.g., requirements of transport authorities, municipalities, and major developers).
  • Prior experience working with reputable engineering consultants or directly on authority-led or large-scale development projects in the region is highly desirable.

Key Competencies

Solid understanding of:

  • Traffic signal operation, coordination, and control strategies (fixed-time, vehicle-actuated, and adaptive).
  • ITS architectures, roadside equipment, communications, and control centre integration.
  • Urban and inter-urban traffic operations, congestion management, and incident response.
  • Experience with traffic modelling/analysis tools (e.g., LINSIG, SYNCHRO, SIDRA, VISSIM or similar) is a strong advantage.
  • Strong AutoCAD skills, including management of layers, blocks, xrefs, and drawing standards; familiarity with other design tools (e.g., Revit, MicroStation, Civil 3D) is a plus.
  • Good written and verbal communication skills in English; Arabic is an advantage.
  • Ability to work independently on assigned tasks while collaborating effectively within multidisciplinary teams across Dar's offices.
  • Strong organisational, time management, and problem-solving skills, with a proactive and delivery-focused attitude.
